The Ministry of Health and Wellness seeks to recruit a highly motivated, innovative and experienced professional to the position of Chief executive Officer.

REPORTS TO: The Board
RESPONSIBLE FOR: Oversight of MRA operations
Directly: Directors, Heads of Sections
Indirectly: All staff of the Medicines Regulatory Authority
Resources: Human resources, annual budget and assets of the Authority
JOB PURPOSE:
To provide strategic leadership on matters relating to the MRA
To, manage and control, administer and organize all matters related to the Medicines Regulatory Authority to ensure efficient and effective regulation and control of human and veterinary medicines, medicated feeds, medical devices, complementary medicines and cosmetics for protection and promotion of human and veterinary public health
To ensure that medicines and related medical and veterinary products produced, imported, exported, distributed and used in Botswana are of acceptable quality, safety and efficacy
MAIN DUTIES:
To ensure development and approval by the Board of the business strategy of the MRA
To provide strategic leadership and guidance to all departments of the MRA
To prepare, submit for approval and implement the MRA Strategic and Business Plans and associated budgets to the Board
To manage and control MRA resources including human and financial resources and assets to ensure that all assets and resources of the Authority are managed efficiently and in a cost effective manner
To monitor MRA performance and facilitate achievement of performance targets and ensure that the relevant legislation on medicines and related substances is well enforced
To ensure compliance with requirements of legislations governing parastatal organizations, financial and procurement regulations
To manage, organize, control and discipline of the Authority’s employees and ensure best possible performance of the Authority
To coordinate and collaborate with other stakeholders and institutions regarding the enforcement of relevant legislations
To ensure preparation of Annual Reports and Audited Financial Statements for submission to the Parliament through the Board
To contribute to the development and formulation of policy and strategic plans for the health and/or agriculture sectors and ensure that the Authority is in a position to implement changes expeditiously and efficiently
To promote public confidence on the safety and quality of regulated products.
DECISION MAKING:
As Chief Executive Officer, makes key decisions on the mobilization and utilization of the Authority’s resources while safeguarding its assets.
Requirements
QUALIFICATIONS:
Academic Qualification:
Essential: Minimum qualification Master of Science Degree in Pharmacy, Chemistry, Medical Engineering, Human Medicine, Veterinary Medicine or related field from recognized institution.
Desirable: Additional qualification in a financial field or Business Administration or Strategic Business Management.
Work Experience:
Essential: At least fifteen years of current regulatory affairs experience, ten of which in senior managerial position in a reputable organization.
Desirable: Experience working in a commercial environment or senior management positions in a public or private entity.
COMPETENCIES
Essential: Financial management skills for the delivery of expected results, excellent communication, interpersonal skills and working knowledge of ICT applications.
Desirable: High degree of integrity and probity; Excellent organizational skills; Strong ability to follow detailed processes and procedures; Precision in execution of work with attention to detail; Initiative, diplomacy and good judgement; Good written and oral communication skills; Good interpersonal skills and team spirit; Tact and discretion in the handling of confidential files and information.

The Medicines Regulatory Authority (MRA) is an authority established under the Medicines and Related Substances Act No: 8 of 2013. Its primary role is to ensure that all medicines and related substances manufactured in, imported into, or exported from, Botswana are registered and conform to established criteria of quality, safety and efficacy and further to ensure that the personnel premises and practices employed to manufacture, promote, procure, store, distribute and sell such medicines comply with defined codes of practice and other requirements.
