Project Description:
The aim of the project is to support the implementation of the education and training sector strategic plan (ETSSP) of the Ministry of Education and Skills Development and the public finance management reform programme in the Ministry of Finance and Development Planning, Botswana. The project will provide technical advisory services in the areas of education planning and management, education finance, PFM, teacher training and development, curriculum development, organisational restructuring and decentralisation, national credits and qualifications framework as well as other relevant areas as needed.

Job Description:
The Team Leader will have overall responsibility for the sound management and timely implementation of the project, as well as the efficient use of project funds. He/she will be responsible for planning and supervising all project activities, and carrying out/taking part in the implementation of the activities of the project in the fields of

  • · Education planning and management,
  • · Education finance,
  • · Public Finance Management,
  • · Teacher training and development,
  • · Curriculum development,
  • · Organisational restructuring and decentralisation,
  • · National credits and qualifications framework.

The Team Leader shall be responsible for the field management of the team of experts and mobilize backstopping expertise to address unforeseen problems and technical issues.


Qualifications:
Qualifications and skills

  • 5-year university degree or equivalent in education or one or more sector(s) mentioned above, or equivalent general professional experience of 5 years in addition to the below requested minimum general professional experience,
  • Strong representational and cross-cultural communication skills,
  • Strong report and proposal writing skills (English),
  • Strong management skills.

General professional experience

  • Minimum 15 years of professional experience in the field of education. Longer professional experience is an asset.
  • Practical experience as Team Leader in international development programmes. Experience as Team Leader of EU-funded projects in the field of education is an asset.
  • Practical experience with European Commission financial, reporting and contractual rules is an advantage.

Specific professional experience

  • Working experience in advice to government institutions, especially with respect to education sector reform: education planning and management, education finance, PFM, teacher training and development, curriculum development, organisational restructuring and decentralisation, or national credits and qualifications framework.
  • Relevant professional experience and knowledge of the HRD issues in the Southern African region is an asset

Language skills
Fluency in written and spoken English
