Mandate of the Office of Accountant General
The Office of Accountant General is entrusted to provide efficient accounting, financial services and procurement advice and to ensure compliance, as well as provision of custodial and advisory services in accordance with the relevant acts and regulations.
VACANCY: ACCOUNTANT GENERAL
SALARY SCALE: F1 (P598, 176 per annum)
LEAVE: 30 working days per annum.
BENEFITS:
- Optional contributory Medical Aid Scheme (Government pays 50% and Employee pays 50%).
- A contract of 24 to 36 months, with a gratuity at the rate of 30% payable upon the expiry of the contract
QUALIFICATION:
Bachelor’s Degree in Accounting or related field. Professional Accountancy Degree (ACCA, CIPFA, CIMA, BICA etc.) is an added advantage.
EXPERIENCE:
At least 20 years work experience in an accounting environment with a minimum of two (2) years as Deputy Accountant General (F2) or equivalent in the Parastatal or private sector. The applicant should have a wide knowledge of public sector accounting and financial systems. In addition, should have worked in a computerised environment, preferably Enterprise Resource Planning (ERP).
MAIN PURPOSE OF THE JOB:
To manage the provision of treasury services: accounting and financial reporting; public procurement policy direction and guidance; as well as the discharge of custodial and financial management advisory services to the whole Government, in accordance with relevant legislation, policies and applicable national and international standards.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES
- Provides policy guidance and decision to Government on matters related to Government accounts, annual financial reports and public procurement.
- Provides strategic direction on the management and monitoring of Government cash flows, bank accounts, payroll, pensions, financial management systems, extra budgetary funds, as well as collection, custody and disbursement of public monies.
- Provides technical expertise to some Parliamentary Oversight Committees.
- Provides direction on the development and review of internal controls.
- Ensures management and coordination of human, financial and materials resources within the Office of the Accountant General.
