Specification
Main purpose of the job: Under the supervision of the Finance the incumbent will undertake budgeting & control and day to day treasury management function of the Secretariat.
Responsibilities
Budgeting and Control
Support the Finance Officer in budgeting and budgetary control through the following:
•Provide support and guidance to Directorates/units
•Consolidate the budget figures
•Process virements and reallocations
•Compute annual common budgeting rates
•Prepare monthly and quarterly budgetary performance reports with variance analysis
Accounting
•Post and process all treasury data in the cash books, and process relevant journal entries at month end to ensure completeness and accuracy of cash book records
•Prepare relevant analysis for the monthly management pack and related schedules and analysis
•Assist in attending to information requests by auditors
Cash Management
•Perform bank reconciliations for bank accounts under the Treasury and Budget Unit
•Prepare monthly cash flow forecasts and consolidated cash flow position for management.
•Communicate with the bank and address any treasury queries or request for information.
•Take appropriate security and control measures for safeguard of cash in hand and in transit.
•Manage petty cash, process replenishment requests and ensure all supporting documents are reconciled and duly attached.
•Make deposit of cash collected and cash withdrawal at the bank and ensure adequate security measures are taken for handling of cash
•Issue receipts for payments received from Member States and Development Partners
•Prepare consolidated summary cash position of the Secretariat
•Assist Finance Officer Treasury in monitoring revenue collections
•Ensure investments instructions are issued and returns monitored.
Governance and Internal Controls
•Review and understand contractual requirements of donors regarding internal controls around management of project funds and ensure policies, procedures, control and reporting requirements are complied with.
•Comply with policies and procedures of the Secretariat for sound Treasury and Budgetary management
•Assist Finance Officer Treasury to prepare and facilitate governance reports
Requirements
Qualifications
•At least an Advanced Diploma or Degree in Finance or related field from a recognized institution
Professional Certification
•Studying towards a Professional Accountancy Certification such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent
Specialised Knowledge
•Knowledge of IAS, IFRS and IPSAS
•Proficient in the use of computers and computer software relevant to the position
Experience
•Minimum of 5-7 years work experience in a similar position, experience in donor funded programmes will be an added advantage
