PROJECT OVERVIEW
PROPEL Health Botswana, in collaboration with USAID, is prepared to provide long-term support to the Botswana Ministry of Health (MOH) and National AIDS and Health Promotion Agency (NAHPA) to achieve universal health coverage (UHC) and sustain health and impact by supporting national and subnational efforts to ensure access to efficient, equitable, and high-quality healthcare and revitalize primary healthcare. We will leverage existing relationships and previous successes in the HIV response and universal health coverage efforts. In collaboration with the Ministry of Finance (MOF), multilateral (World Health Organization [WHO], UNAIDS, and UNICEF), the Global Fund, the private sector, civil society organizations, and beneficiaries, PROPEL Health will support the MOH to enhance Botswana’s health sector resilience, responsiveness, and equity. Together, we will implement a coordinated set of activities that will strengthen capacity in human resource planning and management to ensure that healthcare workers are available to provide efficient, quality health services, and mobilize and secure adequate and sustainable financing to achieve sustained universal health coverage in Botswana.
SCOPE OF WORK
To support the Ministry of Health (MOH) in Botswana in its health system strengthening efforts, the Country Director will be embedded full-time in the MOH’s Health Policy, Research, and Development Department in Gaborone, Botswana. S/he provides senior-level technical expertise in health either human resources for health (HRH) or health financing, in addition to management and support for the development and execution of project/program-specific strategies. The Country Director will report to the PROPEL Health Regional Advisor.
KEY RESPONSIBILITIES
The Country Director leads the Botswana country program under the global USAID-funded PROPEL Health (PROPEL) project. He/she provides senior-level technical expertise in either human resources for health (HRH) or health financing, in addition to management and support for the development and execution of project/program-specific strategies. She exercises judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. He/she leads workplan development in collaboration with PROPEL’s IR and technical Leads and manages and monitors workplan implementation and budget under the oversight of the US-based PROPEL Country Programs Lead and Regional Advisor. The Country Director reports to the Regional Advisor.
1. Serve as a key point of contact for PROPEL with USAID/Botswana and the Government of Botswana. Ensure PROPEL’s work is in alignment with USAID and MOH strategy and resource requirements.
2. Lead and oversee the PROPEL team in Botswana, including any seconded staff.
3. Provide high-level technical expertise in Human Resources for Health and/or Health Financing to support the MOH and GoB in achieving their goals for the program.
4. Lead and oversee strategic and operational planning for the Botswana program, including annual workplans and budgets, staffing plans, and performance improvement plans.
5. Ensure that the Botswana country program is implemented according to the workplan and budget.
6. Collaborate with Home Office technical leads to ensure appropriate technical assistance – where necessary outside of local staff – is identified and provided for implementation and partner capacity building.
7. Keep USAID/Botswana and GoB stakeholders regularly updated on implementation status. Respond to questions and concerns and escalate these to the Country Programs Lead as needed.
8. Lead and assist in policy formulation, strategic planning, training and capacity development efforts, and evidence generation and analytics as relevant in support of work plan activities and deliverables. Oversee technical support from local partners and local consultants to ensure high-quality assistance is provided to the Government of Botswana and other key actors.
9. Oversee the team’s results measurement activities and production of high-quality success stories for USAID. Oversee the development of high-quality technical products and ensure all PROPEL review and production processes are adhered to.
10. Oversee effective financial management and stewardship of financial resources in-country. Follow Palladium and PROPEL project guidelines when exercising expenditure approval authority.
11. Lead, guide, mentor, and manage the performance of direct reports and ensure appropriate leadership, guidance, mentorship, and management of other local staff. Participate as required in recruitment, performance management, disciplinary and grievance proceedings, and learning and development.
12. Ensure consistent implementation of company Standard Operating Procedures (SOPs) and guidelines, security protocols, and, where applicable, recommend modifications.
13. Engage in new Palladium business development including keeping up to date with development opportunities in Botswana; monitoring USAID’s new business forecast and other donor equivalents; networking with USAID implementing partners and local organizations for information-gathering and cultivating partnerships; and building relationships with local experts for potential staffing opportunities.
14. Proactively develop new relationships and manage ongoing relationships with the government of Botswana, industry actors, business and technical partners, and Palladium’s program implementing partners.
15. Other duties as requested by the Project Director to fulfill the needs of the Botswana country program.
EDUCATION
Master’s Degree in public health, health economics, medicine, or related discipline
KNOWLEDGE AND EXPERIENCE
⦁ 10 years of increasingly responsible professional experience in the substantive area.
⦁ Experience with both USAID/Botswana and working with key government stakeholders in Botswana.
⦁ Experience leading a USAID-funded Health project, and implementation of PEPFAR-related work.
⦁ Proven experience in a lead technical role, such as health sector reform, human resources for health, health economics, public financial management, and health systems strengthening.
⦁ Demonstrated expertise in policy engagement.
⦁ Established global and regional professional networks related to the health sector.
⦁ Strong track record of producing demonstrable results.
⦁ Demonstrated ability to engage effectively with national counterparts, academia, and development partners.
Languages: Fluency in English is required.
