VACANCY: EXECUTIVE DIRECTOR, WORKS – PUBLIC PROCUREMENT AND ASSET DISPOSAL BBOARD (PPADB).
Applications are invited from suitably qualified citizens for the position of Executive Director, Works – Public Procurement and Asset Disposal Board (PPADB)
Leave: Thirty (30) working days per annum.
MAIN PURPOSE OF THE JOB:
To plan the management and implementation of the Public Procurement and Asset Disposal (PPAD) Act and deliberate at PPAD Board meetings to ensure that efficient, fair, accountable, competitive bidding and asset disposal processes are being followed by participating in the adjudication and award of tenders for Central Government, taking into account government economic empowerment schemes and value creation through the development of value for money procurement and disposal systems.
POSITION REQUIREMENTS:
Minimum Education: Degree in Construction Engineering or related qualifications and hold professional accreditation with the relevant industry body. Relevant Master’s degree is an added advantage.
Minimum Work Experience: Minimum (16) years of professional or managerial experience, five of which should have been at the professional or senior management level incomparable organization. Experience in the development, formulation of strategic economic and social policies is a requirement. Knowledge in public procurement will be an added advantage.
DUTIES
1. Contributes to the formulation of the strategic plan and initiate policy and strategies reviews in order to enhance the effectiveness of the Board in meeting the stakeholder’s expectations.
2. Interacts with the key stakeholders with a view to influencing Government at senior policymaking level on issues arising from PPADB operations.
3. Participates in the development of the organization strategic plan and develops divisions strategic plan covering Supplies including compliance targets.
4. Recommends appropriate initiatives such as database and information sources, organizational performance measurement systems to enhance decision-making capacity and achievement of PPADB goals in line with the Act.
5. Formulates quality standards and facilities the development of divisional targets and quality control measures over activities of the division in line with PPAD Act.
6. Develops capacity-building strategies and provides other Executive Directors with Capacity building targets for implementation and facilities coordination of same.
7. Ensures that compliance targets are achieved in the relevant PEs that s/he is responsible for and provides reports as requested by the PPADB Compliance section.
8. Facilitates and coordinates the provision of the required information to facilitate effective auditing of all relevant systems and processes.
9. Acts as a liaison between the Division and Research and strategy office to ensure in-depth internal divisional research activities are properly informed by best practices.
10. Participates in the development of customer care strategy and ensures that the division and the Board provide uninterrupted and timely service to its customers.
11. Promotes overall economic development by addressing issues of potential conflict between the role of the Board and other Government directives and legislation.
12. Influences Government ministries and departments in the adoption of standards, and cooperation across departments and ministries.
13. Adjudicates and awards tenders to PEs to ensure consistency with the provisions of the PPADB Act and legislation.
14. Promotes a competitive, equitable, transparent and fair procurement and asset disposal processes by addressing conflict in policy and implementation of strategic goals arising out of the procurement and asset disposal activities.
15. Plans, adjudicates and awards tenders in a manner that would ensure that processes are optimized with a view to reducing financial dependence on government spending.
16. Plans for all resources required including people and advocates for funding and manages the implementation of the budget to ensure that PPAD Act is effectively managed.
17. Interrogates divisional activities, identifies cost-saving activities prioritizes in line with CSD guidelines and ensure implementation with a view.
18. Facilitates and ensures that training, development of staff is implemented in line with identified training & development needs and reviews same in line with the performance management cycle.
19. Allocates and priorities allocation of work and activities in the division to ensure that PPADB objectives are achieved in a secure environment.
20. Plans and leads the divisional teams in order to provide efficient and effective service to both internal and external stakeholders by holding monthly meetings with teams to review performance targets.
21. Coordinates own staff performance planning, performance reviews and make decisions regarding performance rewards, succession planning, training and development.
22. Facilitates the development of performance plans and individual contracts to ensure that divisional targets are achieved as per PMS plan.
23. Ensures that the team complies with all policies and procedures such as industrial relations code of conduct, good corporate governance and other relevant terms of employment.
24. Reviews training and development plans and acts on them as per the individual development plan.
