The Botswana Institute for Technology Research and Innovation (BITRI) is a science and technology research institute established by the Government of Botswana. It is a parastatal under the Ministry of Tertiary Education, Research, Science and Technology. BITRI was established to undertake research, identify and or develop appropriate technologies in line with national priorities and needs of Botswana.
Main Purpose of the Job:•Plan, organise and coordinate the provision of IT services in an effective and efficient manner that will ensure maximum access to users.
•Create a proper work environment for the team and manage its resources for achieving its goals.Management and service delivery
•Participate in the preparation of BITRI’s operating plans and budgets.
•Develop, review and ensure implementation of the relevant policy and strategy for the conduct of the division’s mandate.
•Align the division’s operations with the overall mission, vision and values of BITRI.
•Ensure provision of service in line with service level agreements.
•Oversee the development, review and implementation of cost effective and value driven systems, rules, regulations, standards, procedures, guidelines and instruments that are relevant for the conduct of the division’s work; and ensure that the division’s staff are informed and trained to use them.
•Ensure compliance with quality assurance standards and procedures applicable to the division.
•Plan the division’s activities and maintain direct oversight on its operations in terms of (a) work scheduling, (b) estimating resource and staffing needs, (c) allocating and delegating tasks for the provision of quality services whilst retaining overall accountability, (d) recruitment, training, mentoring, motivation and appraisal of staff, (e) development of the division’s operational plans and budgets, and (f) monitoring the division’s expenditures against budget.
•Advise Executive Director, CEO or Board on IT matters.
•Undertake any other duties as delegated by Director, CEO or Board
Management of information systems and provision of IT support
•Lead the long-term planning for ICT use in BITRI and ensure implementation of the ICT plans and programmes to support its work.
•Ensure that IT needs of users are identified and transmitted to developers, and that appropriate IT solutions are adopted to address their needs.
•Supervise the development of IT systems (outsourced) in compliance with set rules, regulations, standards, procedures, guidelines and instruments for the proper conduct of BITRI business.
•Monitor systems utilisation and recommend the expansion and up-dating of installations and software.
•Supervise the drafting of tender documents for sub-contracting services and oversee the procurement process to hire IT contractors.
•Supervise IT projects and outsourced IT provider contracts for design, development and implementation of customised applications and software, networks and information systems that meet user needs.
•Oversee on-going maintenance and support of networks and services, databases and information systems.
•Ensure compliance of outsourced IT providers with terms of contracts.
•Provide guidance to IT staff regarding solutions to address hardware / software related problems.
•Coordinate the provision of user training, and ongoing professional guidance and support.
•Direct the development and implementation of IT security practices and standards to protect the integrity and confidentiality of information on networks and network-attached systems.
•Ensure organisation-wide access to internet and email resources.
•Lead the development and implementation of a technology disaster recovery plan.
•Direct subordinates to maintain up-to-date and accurate inventory of technology hardware, software and resources.
•Direct ongoing update and upgrade of BITRI’s website.
•Identify, on a continual basis, ways to enhance service quality to users.

Education:•At least a Degree in a computer-related field (computer science, information science, or management information systems) from a recognised institution or any other equivalent qualification acceptable to BITRI.
•Professional certification in any specific IT-related fields (e.g. computer programming, database administration, networking etc) would be required.Experience and working knowledge:
A minimum of 10 years’ experience in IT, including 2-3 years in a managerial position.
