MANAGER PROCUREMENT, OVERSIGHT
Main Purpose of the Job
- To provide oversight on all procurement activities, ensuring compliance with the provisions of the Public Procurement Act, Regulations, and best practices.
- To provide advisory and guidance on procurement to the CEO and Departmental Directors.
Main Duties
Divisional Strategies, Policies and Leadership
- Articulates and develops the division’s operational strategy, formulates guidance, and proposes innovative solutions for procurement, including the development of category, risk management and cost saving strategy.
- Develops the Division’s operational plans and provides inputs to the preparations of BQA’s strategic/ operating plans and budgets.
- Develops, reviews, and implements cost effective and value driven systems, processes, standards, procedures, guidelines, and instruments that are relevant for the conduct of the Divisions work.
- Conducts market research to keep abreast of market developments on areas relevant to the needs of the Authority.
- Plans the Division’s activities and maintains direct oversight on all aspects of its operations.
- Provides procurement support, advice and guidance to Management and user department/divisions on procurement matters.
- Develops policy and strategies for procurement from international markets including foundations, agencies, supranational organization, or their procurement agents, preferred international suppliers or development partners for complex supply chains.
Compliance Management
- Ensures efficiency and effectiveness in a manner possible by enforcing compliance to the Act, Regulations, and any other established procedures.
- Makes the procurement manual, processes, and tools available to Procurement Officials, analyses instances in which such guidance and processes have been disregarded or not properly implemented and provide advice on any required changes.
- Establishes and maintains instructions, procedures, processes, control mechanisms and supporting guidance on procurement activities.
- Provides the necessary guidance so that stakeholders in the procurement process act consistently with the procurement Act and regulations.
Procurement Oversight
- Monitors the implementation of the procurement plan; and manages the keeping of procurement records in line with the Authority’s Records Management policies as provided by the Records Management Division.
- Acts as the principal advisor to the Authority on any procurement matter. Responsible for the pre- adjudication, adjudication and recommendation of an award, rejection, cancellation, or any other appropriate recommendation related to a tender within the Authority.
- Manages procurement in a transparent, accountable, and efficient manner in order to execute the Authority’s supply chain management strategy and support the BQA mandate.
- Provides guidance on different inventory management policies as per the Authority’s needs and industry standards.
- Ensures effective and accountable use of the funds involved for specified objectives and outputs.
- Monitors contracts and service level agreements.
- Ensures compliance with green procurement to ensure sustainability by considering sustainable policy factors in relation to the environment and health and other macro factors; political, economic, social, technological, and legal conditions:
- sustainable procurement in delivering economic, social, and environmental policy objectives.
- industry standards.
- economic inclusion Act and Regulations ensuring procurement of locally manufactured and produced commodities and services.
- Aligns policies on corporate social responsibility for the Authority for implementation by contractors.
- Ensures that the Procurement Oversight Division functions are carried out independently.
Business Reporting
Prepares and submits quarterly reports on procurement, compliance to Regulation, Policies and Procedures to the Chief Executive Officer and relevant stakeholders.
People Management
- Participates in the recruitment and on-boarding of the staff of the division.
- Manages and ensures that team members have performance contracts, and that performance assessment are done in accordance with BQA PMS system and agreed schedules.
- Monitors the performance of the division and ensures that all team members meet or exceed their performance contracts.
- Resolves disciplinary and grievance issues in accordance with Botswana labour legislation and BQA disciplinary codes and best practice.
- Demonstrates commitment to the transformation of BQA into a high performing organization by ensuring the division’s contribution to cross functional work teams as and when required, and reflecting the Authority’s vision, mission and values in daily work and interactions.
Safety, Health, Environment and Quality (SHEQ)
- Develops and ensures the alignment of all divisional policies, processes, procedures and functions with SHE legislation and protocols, and BQA quality management systems for approval by the Director.
- Enforces and manages the maintenance of quality standards by all divisional staff at all times.
- Adheres to safe work procedures to ensure safety of self and others.
- Undertakes and enforces timely corrective and preventative action on deviations arising from SHEQ audits and risk assessments.
Qualifications and Experience
- At least a Master’s Degree in Supply Chain Management or related field from a recognized institution or any other equivalent qualification acceptable to BQA.
- Professional Qualification in CIPS Level 6, Bachelor’s Degree in Supply Chain Management and Logistics from a recognized institution or any other equivalent qualification acceptable to BQA.
- A full member of Chartered Institute of Procurement and Supply (MCIPS).
- Minimum of 10 years’ experience in a corporate procurement environment, including 3 years in a supervisory position.

Remuneration
BQA offers a competitive remuneration package commensurate with the responsibilities and challenges of the job.
Contract
Fixed term contract of three (3) year contract.
