Implementation of the water sector programme seeks to deliver on the vision and development goals of SADC as expressed in several regional instruments and frameworks. The implementation roll-out of the aspirations and objectives of these frameworks is through the five-year cycle

MONITORING AND DATA SPECIALIST
Notable in the review of the implementation of RSAPs has been a reporting and monitoring and evaluation gap.

Reporting line: Senior Programme Officer, Water, SADC Water Division (technical supervision) and GIZ Programme Manager TWM (on Contractual matters)
There has also been need for increased advisory services from the SADC Water Vision to effectively update and guide on the regional water situation from time to time, regional hydrological outlooks, and effective coordination and utilisation of the information collected. A suitably qualified, experienced, and innovative Monitoring and Data Specialist is therefore required to apply for the position, to provide technical support to the SADC-WD, to develop the requisite information management and reporting systems and kick-start these operations, while also developing a long-term sustainable strategy.
Scope of Work:
The expert will work closely with the sixteen SADC Member States, its implementing agencies and partners. Within the SADC Secretariat, the expert will work with the SADC-WD team, as well as interact with relevant units in the Secretariat (e.g. M&E Unit of the Public, Policy and Resource Mobilisation (PPRM) Directorate, ICT department and the SADC Climate Services Centre that is hosting the regional hydrological server).
The expert will be required to undertake monthly information updates of the SADC M&E system regarding programme risk management, implementation of policy decisions of Water Ministers and Council, and reporting on implementation of the Water ICP Thematic Group, the Water Strategy Reference Group (WSRG). Day-to-day responsibilities of the expert will be typically related to M&E and data collection liaison with Member States, implementing agencies and partners on regular updates regarding implementation of their programme, and the collection, analysis and archiving of data from Member States, River Basin
Organisations and Partners. The relevant information will also be used to update MERL systems and Databases that the expert will have established, developed or revived; to inform status update and decision support in the implementation of the SADC Water Sector Programme. The specialist will also lead periodic reviews of the water sector programme delivered through the RSAP and other regional and continental programmes that the SADC Water Division is involved in e.g, RSAPs Mid-Term and End-of-Term reviews).
The Specialist t will also provide technical support to the Water Division Team in regional meetings and workshops (e.g., meetings of Water Ministers, WRTC, WSRG, RBO Workshops, Multi-stakeholder Dialogues, etc.).
Leadership and supervision
The Expert will be based at SADC Secretariat in Botswana, working with, and supported by, the SADC-WD counterpart staff. The expert will report on a day-to-day basis and provide direct support to the Senior Programme Officer-Water, but will be contractually accountable to the Programme Manager, GIZ-TWM Programme. The expert will be expected to ascertain baseline indicators at the start of the Programme activities upon which to judge progress towards its objectives.
REQUIREMENTS:
Qualification
- Advanced degree (Master’s Degree or equivalent) in Planning and Data Management Systems, or Statistics, or other relevant subjects from a recognised and reputable institution
- Diploma or certificate in M&E or related course
Professional experience
- Minimum of 8 years’ experience in monitoring, evaluation and reporting systems in an organisation
- Special competencies in establishing and operating M&E systems, capability development, and preparing related framework programmes and policies
- Knowledge and experience of working with water-related data analysis packages
- Experience in developing training materials and delivery of training
- Experience of working in an international agency will be an added advantage
- Experience of working on data, monitoring and evaluation, and reporting
- Experience in working with different countries or multiple international agencies
- SADC region citizen
Other knowledge, additional competences
- Strong Interpersonal and communications skills
- Knowledge of French and/or Portuguese will be an added advantage
