Main Purpose:
The Operations Manager is responsible for leading a team and driving “best in class” performance to ensure safe, efficient, and cost effective operations that are in compliance with Puma Energy practice and standards. In particular he/she:
• Acts as the focal point for all interested bodies (Puma and external) and is accountable for the 24/7 safe and efficient operation of plant and equipment at all the storage facilities.
• Ensures optimum performance and seeks improvements to create competitive advantage in terms of safety, security, asset utilisation and costs within agreed budgets.
• Maintains a constant and critical appraisal of all operations activities and costs within the depots by directing the team to manage all achievable resources so that company products are stored, handled and distributed to the agreed standards at optimum cost.
• Builds a culture of operational excellence within the team by providing leadership, motivation, coaching and mentoring.
• Champions SAPS as a personal value to ensure Puma Energy Safety Policy is promoted in terms of both actions and decisions to prevent accidents and harm to people or the environment.
• Champions the implementation and embedment of SAPS at all storage facilities.

Key responsibilities
System to Administrate the Puma Safety Policy (SAP)
Demonstrates SAPS leadership, fully supports SAPS as a personal value and undertakes all necessary steps to ensure that Operations team assimilates these values, change behaviours and comply with standards. Adhere to process safety practices and procedures (as documented) so that incidents may be prevented and/or mitigated via the identification, assessment and understanding of both minor and major hazards in terms of plant, process & people. To systematically manage and provide justifiable assurance that the depots / terminals / installations are in compliance with applicable SAPS and legal requirements. Ensures that the storage facilities have up to date and tested Emergency Response plans.
Operational Excellence
Develops the business plan for the Operations function and provides required management information on a timely and accurate basis. Maximises profitability, performance and operational targets to meet agreed financial and business objectives. Reviews, analyses and implements methods, systems and practices to improve depots operating efficiency and reduce costs ensuring at all times the company’s reputation and licence to operate is maintained by compliance with the relevant legislation and safety requirements. Establishes a culture of operational excellence throughout the storage operations and ensures full implementation of company policies and procedures to achieve “best in class” operations performance. Maintains full construction and operational records for the site e.g. drawings, maintenance details, records of modifications or excursions of plant outside of design operating conditions. Reports on any issues that may have strategic impact on the organisation (both positive and negative).
Business Controls
Maintains strict quality and quantity controls on stocks and deliveries including losses/gains/re-grades and continually monitors the stock ownership position. Ensures controls are in place to make sure financial and operational standards and costs are being met by all users of the facilities, e.g. Business Support function and other oil companies.
People Management
Leads, motivates and coaches the Operations team to deliver outstanding performance on SAPS, Financial and People Measures and Operating Standards. Sets performance contracts, conducts quarterly reviews and implements measures to optimise performance. Creates an enabling environment that promotes and recognises individual and team efforts and develops the skills and capabilities of the team. Ensures that all staff have clear accountabilities particularly in respect to SAPS. Selects, develops and manages relationships with contractors and third party suppliers to ensure effective working practices and performance. Maintains staff competency assessment and development records.
Stakeholder Relationship
Spends a considerable amount of time building and maintaining relationships with the host Depots and with other oil companies regarding product supply and demand as required. Represents Puma Energy in dealings with local government authorities and community groups. Works closely with other areas of Puma Energy, understanding implications of broad decisions, and successfully implements programmes and initiatives to achieve operational excellence.
Requirements:
Education:
- Degree in Logistics, Transport Economics, or a related technical/business field is advantageous.
Experience:
- 5 years of logistics or operational experience, 3 of which should have been spent at management level.
- Extensive knowledge of Depot operations procedures, supply and logistics and knowledge of other Operating Performance Unit (OPU) strategies and plans, particularly markets.
- Ability to work with diverse teams including senior management and third party negotiations
Skills:
- Valid driver’s license or international equivalent is primary
- The HSE Co-ordinator must be knowledgeable in HSE legislated standards
- Setswana and English proficiency is primary
