Primary Duties and Responsibilities:
Palladium’s PROPEL Botswana project is currently seeking an iHRIS Advisor to be seconded to the Ministry of Health (MoH). The Advisor will support the work of the MOH in tracking and deploying its health workforce, by providing targeted technical assistance to improve the current iHRIS. In FY22, EpiC/Palladium conducted a desk review of system stakeholders, governance structures, and resources, designed the technical system assessment tools and conducted the assessment to understand gaps between the current iHRIS system functionalities and performance and stakeholder priorities and needs and drafted a report documenting all the requirements jointly with the MOH for priority improvements.
Based on MOH priority functionalities, (core functions that could not be avoided), Palladium selected requirements which included user access management, updating the server operating system, migration of data from the Nursing and Midwifery Council of Botswana (NMCB), Botswana Health Professions Council (BHPC) and Private Practice Licensing into iHRIS and user access management. In addition, Palladium also conducted User Acceptance Testing (UAT) – over three-days where targeted users took time to test the system functionalities and provide feedback, before Going-Live. User training was also conducted, and continuous user support and maintenance done to fix any issues or bugs.
The project is currently planning to collect comprehensive requirements from the MOH, upgrade to iHRIS 5.0 and build the required functionalities for a health workforce registry.
The iHRIS Advisor for MOH will report to the PROPEL Health Botswana Country Director.
Key Responsibilities
- The iHRIS Advisor will play a key role in implementing selected iHRIS updates, aligned to the needs and priorities of MOH and USAID. The iHRIS Advisor for MOH will collaborate with the PROPEL project team (both in Botswana and remotely) as needed for implementation. Specifically, the iHRIS Advisor will:
- Conduct comprehensive technical assessment of iHRIS at MOH to understand gaps between current state of the system including the system’s functionalities and performance and stakeholder priorities and needs.
- Conduct desktop review of the iHRIS to identity the usage of the system, identify the users and map stakeholders of the system, document how HRH data is generated and used for health workforce planning and for the COVID response.
- Identify key stakeholders and organize a user requirement workshop
- Analyze and prioritize the requirements identified during the assessment.
- Working with the project implementation team and iHRIS developer, enhance the iHRIS instance to build in the enhancements.
- Design and develop high-quality enhancements of iHRIS as per the requirements definition. The developer will prototype, design, code, test and deploy the enhancements.
- Undertake extraction, transformation and loading of datasets into iHRIS from various sources such as excel and other systems.
- Conduct source code reviews to assure quality and functionality and optimize site code for maximum availability and scalability.
- Liaise with MOH and other stakeholders
- Gather system requirements through workshops and meeting with key stakeholders and users
- Documenting technical and business requirements
- Verifying that project deliverables meet the requirements
- Testing solutions to validate objectives
- Plan for pilot
- Attend project meetings, write project report and provide project updates.
Required Qualifications:
Education and Experience:
- Master’s Degree in public health, health economics, medicine, or related discipline
Knowledge and Experience:
- 10 years of increasingly responsible professional experience in the substantive area
- 5+ experience in both backend and front-end development.
- Proven experience working with iHRIS.
- Ability to work in a dynamic and agile environment with changing requirements and priorities.
- Ability to work independently and solve day-to-day problems.
- Experience interacting with host country government agencies (e.g., National AIDS and Health Promotion Agency) and development partners (e.g., USAID, FHI).
- Demonstrated ability to work in a multicultural environment.
- Understanding of the entire digital development process, including research, design, development and deployment.
- Strong interpersonal, writing, and oral presentation skills.

Languages: Fluency in English is required.
