Roles and Responsibilities:
The HRH2030 Project in Botswana at the request of USAID/Botswana works with Government and PEPFAR partners toward the improved delivery of HIV and related health services and patient-centered care in Botswana, specifically at the community level, as part of broader system-level efforts to achieve and sustain epidemic control of HIV/AIDS. The specific responsibilities of the Senior Adviser in support of the project and team include, but are not limited to, the following:
- Lead and work closely with the Project Director and other members of the HRH2030 team on the focused development of practical costing tools and models, jointly with counterparts in the Botswana Government and PEPFAR partners, that will help inform long-term national decision making on the organization and financing of HIV and broader health care in the Botswana context.
- Lead the Project’s efforts to continuously consult and involve key counterparts in the Ministry of Health and Wellness and other government offices, as it concerns aspects of budgeting, costing and financing the delivery of HIV and broader health services;
- Implement necessary activities agreed in the team to lead the collection, analysis and evaluation of all available costing data and other relevant information, including on costs associated with alternative service delivery models for HIV and related health services;
- Develop and maintain the project costing databases, with support from the Project M&E/SI team, to gradually expand, finetune and improve the functioning and relevance of the costing models; prepare a foundation of quality data sources in support of comparative analyses and cost-effectiveness studies that can provide further inputs to national decision-making regarding alternative models of care and delivery;
- Facilitate with lead counterparts in the MOHW and PEPFAR partners the continuous dialogue and joint development of differentiated service delivery (DSD) costing models the sector as a way to ensure the long-term sustainability of these efforts and future adaptations of models by Government and other local counterparts;
- Coordinate and consult with USAID and other PEPFAR partners to ensure that project work around costing of DSD and related aspects of healthcare organization and financing are coordinated with and complementing those of other Partners;
- In addition to contributions to regular project reporting requirements, create monthly and quarterly (as appropriate) reports and data analysis for review by project staff;
- Provide inputs to any knowledge products, case studies, documents and reports as needed.
- Perform other duties as assigned by the Project Director.
Required Experience & Qualifications
- A Master’s degree in public health, economics, planning, management, or other relevant development field;
- Minimum of 10 years’ work experience, including in positions that involved dedicated application of modelling and costing analysis;
- Ability to work and effectively organize in a fast-paced and results-oriented environment under gradually increasing delegation;
- Ability to effectively supervise and develop the capacity of data management assistants as needed;
- Advanced analytical, organization and problem-solving skills; strong attention to detail;
- Ability to work under tight time deadlines;
- Travel to and within assigned districts for team and other partner meetings[KC1] is required; and
- Excellent written and verbal communication, as well as proven interpersonal skills in a multi-cultural context is a must.
- An additional advanced degree, possibly at PhD level, in public health or health economics or related similar is an added advantage;
- Experience in quality improvement; and,
- Familiarity with USAID regulations, including branding and reporting requirements is helpful.
