EMPLOYMENT ADVERT: Strategic Information Advisor
Location: Gaborone, Botswana

Job Summary

The Strategic Information Advisor will be a key member of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project, seconded to the Central Medical Stores (CMS). This role involves providing technical assistance on the national health supply chain system, including support to the Ministry of Health (MOH) and CMS in forecasting, and supply planning of health commodities, managing the Logistics Management Information System, enhancing supply chain data visibility, implementing a digital contract management tool, and executing the national supply chain strategy.

Key Responsibilities:

•Provide technical support to MOH and CMS on forecasting and supply planning of health commodities.
•Build the capacity of MOH and CMS staff in forecasting and supply planning.
•Actively participate in the national Integrated HIV/AIDS Products Costing and Forecasting Technical Working Group (IHCF-TWG), providing technical support in the regular review and updating of quantifications.
•Collaborate with MOH, CMS, and IHCF-TWG in planning and monitoring ARV transitions in accordance with the national ART guidelines.
•Enhance the capacity of the Logistics Management Unit (LMU) within CMS for routine management of supply chain data and its use in decision-making.
•Support digitization efforts, data management, and implementation of strategic information systems to improve supply chain efficiency, including but not limited to the DHIS2 Supply Chain Dashboard, and the electronic Contract and Supplier Relationship Management (eCSRM) tool.
•Lead the expansion of the Quantification Analytics Tool (QAT) for the quantification of health commodities managed by CMS.
•Assist in the implementation of the national supply chain strategy and the transformation of CMS.
•Develop and maintain monitoring and evaluation systems to assess the performance and impact of supply chain initiatives.
•Work closely with government and non-government stakeholders to ensure supply chain activities are aligned with national health objectives.

Qualifications:

•Degree in supply chain management, Public Health, Statistics, Epidemiology, Health Informatics, or a related field.
•A minimum of 10 years of experience in public health or health system strengthening.
•A minimum of 3 years of experience in delivering capacity-building training, preferably in the health sector, with demonstrated proficiency in adult teaching methodologies.
•Experience working with health supply chain systems is desirable.
•Familiarity with the national public health landscape, including knowledge of treatment guidelines for HIV/AIDS, TB, and other health programs.
•Experience with demand planning and quantification methods is an advantage.
•Proven ability to perform robust data extraction and analysis.
Skills:
•Proficiency in data analytics and visualization tools such as Excel, Power Bl, Tableau, etc
•A strong understanding of health information systems, monitoring and evaluation processes, and supply chain management.
•Proficiency in written, presentation, and communication skills in English.
