VMMC Technical Lead/Technical Director
The VMMC Technical Lead will provide technical leadership and guidance on designing, implementation, and monitoring interventions at the regional/district level to ensure impactful service delivery models and technical excellency for VMMC in Botswana. The VMMC Technical Lead will ensure technical approaches are adapted and implemented to scale in project sites and monitored for project results. The VMMC Technical Lead will build HCW and local implementing partner capacity, transitioning from a Jhpiego employee to local implementing partner employee in year 3.
Responsibilities
- Provide technical leadership and set priorities for the project in collaboration with the Project Director and Technical Advisors
- Design and oversee adaptive program management approaches and processes to respond to changing context and environment in order to achieve results, in line with country and PEPFAR priorities
- Implement innovative approaches to recruit and retain VMMC providers
- Manage the development of VMMC training programs, as appropriate, including the development of behavioral objectives, modes of instructional methodologies, selection of audiovisual materials, and tools for monitoring and evaluation of training
- Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC/PEPFAR and the Government of Botswana.
- With quality-focused staff, develop and implement a quality assurance system that ensures that VMMC services provided under this project meet WHO recognized standards of quality.
- Coordinate advocacy, demand generation, and policy support, across project sites as required
- Design and lead project initiatives in VMMC service delivery capacity building and training, including of project staff, MOH staff and mobile teams
- Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
- Work with health care providers, local authorities, community members and project team members to identify VMMC service delivery issues that impede access to care and uptake of services
- Work with M&E staff to design, implement a plan to track data/results related to VMMC to inform adjustments in project implementation
- Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the Project Director including routine quarterly and annual reports and other reporting requirements as requested
- Maintain up-to-date knowledge of VMMC and HIV science, PEPFAR policy, normative guidance and best practices, and emerging safety and quality issues
- Ensure interventions supported by strategic technical assistance are evidence- and best-practice-based and aligned with project, MOH, CDC, and PEPFAR goals and technical priorities
- Ensure capacity building utilizes best practices in mentorship and training, with a focus on building skills and capacity of local implementing partners for sustainability of HIV outcomes and activities beyond the project period
- Work closely with Project PI, BUMMHI Senior Management and Jhpiego Botswana and US staff in Baltimore and Washington, DC to ensure effective, timely and coordinated project implementation that also aligns with Jhpiego guidance, quality standards, and technical and program priorities.
Required Qualifications
- Clinical degree (registered nurse, clinical officer, medical doctor) required;
- At least 7 years’ experience in implementing VMMC programs, with at least 3 focused in providing technical assistance or capacity building
- Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV self-testing; HIV prevention services; VMMC service delivery; evidence-based demand creation; quality assurance; and quality improvement.
- In-depth knowledge of and experience with PEPFAR programs, regulations, compliance and reporting
- Proven leadership, strategic thinking, organizational, team-building, and representational skills
- Previous direct supervisory experience of project technical staff
- Previous experience working in Botswana in the relevant field, with in depth understanding of the local health system
- Existing strong relationships with government agencies
- Excellent verbal, written including report writing, interpersonal, and presentation skills in English
- Ability to coach, mentor and develop capacity of staff and counterparts
- Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
- Ability to travel nationally up to 30%

Preferred Qualifications
MS or MPH in Epidemiology or Public Health preferred
