Manager Procurement – Ministry of Youth Empowerment, Sport and Culture Development (E2)

Purpose of the Job

To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the Ministry in a timely and efficient manner

Key Performance Areas

Provide policy guidance on procurement and technical matters for effective procurement of goods, works and services
Oversee and coordinate the utilization of the Ministry funds
Initiate the development and review of policy and strategy to enhance the effectiveness of the Ministry in meeting Governments expectations concerning public procurement and asset disposal
Initiate and direct the establishment of PPADB support structures to ensure compliance of the Ministry with the statutory requirements
Manage contracts with Contractors to ensure the expected deliverables are met
Liaise with relevant bodies to ensure a proactive management and development of the contractor base, including small and medium sized enterprises and other service providers
Coordinate and oversee development of the Procurement Plan
Supervise the procurement of all supplies, services and works needed by the Ministry
Align contractor selection to Procurement Policy and Strategy of Government of Botswana and review the list of Contractors based on their performance
Identify and source suitable supplies, services and works and negotiate and agree prices in accordance with delegated authority
Negotiate bulk discounts or special facilities on behalf of the Ministry

Bachelor’s Degree in Procurement Supply Chain Management or Business or any related field


A minimum of twelve (12) years relevant post qualification experience, two (2) of which should have been served at the level of D1 in the Public Service or equivalent level in a Parastatal or Private Sector Organization


Optional Contributory Medical Aid Scheme (Government pays 50%, Employee pays 50%).
Contributory Pension Fund (Government pays 15%, Employee pays 5%)
For new entrants to the Public Service, a contract of 24-36 months with gratuity payable at the rate of 25%upon the expiry of contract

Salary Scale: E2 (P348,348 – P362,412) per annum

Leave: 30 working days per annum
