1. VACANCY CIRCULAR NO: 4 of 2018

Deputy Permanent Secretary – Health Policy, Research & Development (24-26 Months Contract)

SALARY: F2 (P470 976.00 per annum)

 

BENEFITS:
a) Optional contributory Medical Aid Scheme (Government pays 50%, Employee pays 50%).
b) Gratuity at the end of contract payable at the rate of 30%.

LEAVE: 30 working days per annum

QUALIFICATIONS: Applicants must have a Master’s Degree in Health Policy/Health Planning/Health Economics/Health Research/Health Statistics

EXPERIENCE: 18 years experience in the health system, 2 years of which must have been at executive level.

MAIN PURPOSE OF THE JOB:To provide overall technical and strategic direction in the formulation of national health policies.

 

KEY PERFORMANCE AREAS:

1. Provides overall strategic direction and priorities of the health policy research & development.
2. Develops and reviews health policies, health related legislation and regulations to support the health sector.
3. Coordinates the development and implementation of the Health Information Management Systems procedures and standards.
4. Coordinates health planning and financing for the health sector.
5. Provides guidance in setting out research priority areas for the health sector.
6. Provides technical guidance in conducting health operational research and trend analysis.
7. Promotes the ministry’s collaboration with the national, regional and international research institutes and other stakeholders.

Deputy Permanent Secretary – Health Services Monitoring & Evaluation (24-26 Months Contract)

SALARY: F2 (P470 976.00 per annum)

QUALIFICATIONS: Applicants must have a Bachelor’s Degree in Monitoring & Evaluation/Demography/Statistics/Quality Assurance.

EXPERIENCE: 18 years experience in the health system, 2 years of which must have been at executive level.

MAIN PURPOSE OF THE JOB:To oversee the performance of the health service delivery system for continuous improvement and reduction of associated risk.

 

KEY PERFORMANCE AREAS:

1. Facilitates implementation of audit, and monitors and evaluates recommendations to ensure efficient delivery of health care services.
2. Coordinates the development and review of audit tools and monitoring and evaluation indicators for measuring impact/success of quality health services.
3. Directs the development and review of Health Services Monitoring & Evaluation and Quality Improvement policies.
4. Oversees monitoring and evaluation of the impact of health policies.
5. Analyses recommendations from monitoring and evaluation reports on impact of health services and produces reports.
6. Oversees adherence to standard operating procedures and service delivery standards.
7. Advises relevant stakeholders on adherence to quality control measures.
8. Provides strategic direction on emerging health priorities.

Deputy Permanent Secretary – Health Services Management (24-26 Months Contract)

SALARY: F2 (P470 976.00 per annum)

EXPERIENCE:18 years experience in the health system, 2 years of which must have been at executive level.

MAIN PURPOSE OF THE JOB:To oversee the delivery of quality integrated health services to the nation as well as provide technical support and guidance to District Health Management Teams.

KEY PERFORMANCE AREAS:
1. Interprets health service delivery policies to the District Health Management Teams and other health delivery structures.
2. Provides overall strategic direction and priorities in the delivery of health services.
3. Oversees implementation of health service delivery strategies and initiatives.
4. Provides support and guidance to District Health Management Teams and other health delivery structures.
5. Coordinates the dissemination of health policies, plans, guidelines, and strategies to relevant stakeholders.
6. Builds, sustains, and coordinates partnership with public and private sector on matters related to health services.
7. Advocates for mainstreaming of health into all policies.
8. Provides advisory services in health management to the various committees and boards that he/she represents the Ministry of Health and Wellness in.
