Applications are invited from suitably qualified visionary, self-driven and results oriented Botswana citizens to apply for the post of Deputy Manager Procurement (D1) tenable at the Headquarters in Gaborone.


To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the Ministry in a timely and efficient manner.


1. Procurement

a. Identifies and sources suitable supplies, services and works and negotiates and agree prices in accordance with delegated authority.

b. Gives advice on procurement matters requiring policy action and guides on all technical

c. matters for effective procurement of goods, works and services.

d. Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.

2. Contract Development and Contractor Evaluation

a. Develops contracts with contractors.

b. Negotiates bulk discounts or special facilities on behalf of the Ministry.

c. Aligns/endorses contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.

d. Oversees maintenance of list of approved suppliers, and evaluates supply capabilities and contractor performance.

e. Facilitates contacts between contractors and Ministries/Departments.

3. Stakeholder Collaboration

a. Liaises with relevant bodies to ensure a proactive management and development of the contractor base, including small and medium sized enterprises and other service providers.

4. Operational Management

a. Supervises the procurement of all supplies, services and works needed by the Ministry.

5. Procurement Planning

a. Coordinates and oversees development of procurement plan.

b. Coordinates and oversees the examination and development of estimates of material, equipment and service requirement.

c. Manages all procurement and disposal by tender activities of the Ministry.

d. Oversees the preparation of tender documents.

e. Liaises with other functions in the Ministry to provide a consultancy service for the specification, process, evaluation and awarding of all relevant contracts. f) Identifies the needs and potential suppliers

6. Contract Administration

a. Coordinates and oversees contract administration and preparation of end of activity report.

b. Manages contracts with contractors to ensure expected deliverables.

7. Overall Supervision

a. Prepares work plan, schedules work, allocates and delegates tasks to supervisees.

b. Coordinates periodic review of staff performance.

c. Plans and directs the activities of the Procurement Unit.

c) Oversees the procurement and disposal processes as well as tendering process and ensure adherence to relevant provisions of the PPAD Act and regulations.

8. Development of quality control measures/standard setting

a. Initiates and direct the establishment of PPADB support structures to ensure compliance of the Ministry with the statutory requirements.

b. Initiates the development and review of policy and strategy to enhance the effectiveness of the Ministry in meeting Government’s expectations concerning public procurement and asset disposal.

9. Management of Funds in Procuring

a. Oversees and coordinates the utilisation of the Ministry funds.

10. Undertakes any other related duties as assigned by management.


SALARY: D1: (P 274 464.00 per annum)

LEAVE: 30 working days per annum


  1. Optional contributory Medical Aid Scheme (Government pays 50% employee pays 50%).
  2. Contributory Pension Fund Scheme (Government pays 15% employee pays 5%).


Bachelor’s Degree or equivalent in procurement supply chain management or business or related field. The candidate must have sixteen (16) years’ experience two (2) years of which must have served in procurement-related environment and should have demonstrated exceptionally high professional competency and integrity in procurement and asset disposal and supplies management and has managerial abilities.
