We are currently seeking a qualified candidate for the position of Senior Technical Offi cer, Monitoring and Evaluation Officer for the USAID-funded Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) Project, under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Botswana.

 

LINKAGES is led by FHI 360 and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.

 

The incumbent will be responsible for the designing and developing of monitoring and evaluation systems and procedures for the project providing technical assistance and M&E support to the local partners delivering services in compliance with LINKAGES global SI standards.

Summary of responsibilities

Leads the performance monitoring of the program based on the performance monitoring, work and environmental and mitigation plans.

Provides technical assistance, implements, and monitors M&E systems, to achieve programmatic goals.
Ensures that appropriate M&E mechanisms are built into work plans and reporting and oversees quality assurance, data quality and reporting.

 

Leads structured capacity building on data utilization to improve programming.
Contributes to the development and implementation of a data-system, and LINKAGES tools for program monitoring and reporting

Ensures timely reporting to all external stakeholders, including USAID, HQ & MoH
Works closely with M & E backstop in HQ to address all data related issues ( data quality, data security, and timely reporting)

Assumes responsibility for monitoring and evaluation duties as identified throughout the life of the project.

 

 

Minimum Education or Qualifications:

MS/MA/MPH in relevant field or BS/BA in relevant field in program monitoring and evaluation.
Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Stata, and MS Access.

Key Skills and Experience:

MS/MA/MPH in relevant fi eld with 5-8 years relevant experience or BS/BA in relevant fi eld with at least 8 years’ experience in program monitoring and evaluation.

Demonstrated experience with Health Management Information Systems and ability to transfer knowledge through informal and formal training.

Experience in setting up data bases, data analysis and presenting statistical reports
Experience in designing and implementing M&E systems and experience working with key population groups and PLHIV is essential.

 

Experience working with civil society organizations on monitoring and evaluation for HIV and/or health-related activities.

Understands the HIV-related needs of key population groups in Botswana, including female sex workers, and/or men who have sex with men, and transgender individuals and has worked to support and monitor activities to reduce stigma and discrimination.

Experience in design, implementation, and management of monitoring and evaluation for HIV public health/international development programs funded by USAID.
