Role Purpose
Reporting directly to the Registrar the incumbent will be serving as principal advisor to the Accounting Officer on any procurement matters ensuring that all procurement activities as comply with the Public Procurement Act, Procurement Regulations and policies.

Key Responsibilities
- Advise the Accounting Officer on procurement matters falling within the scope of the Public Procurement Act (PPA)
- Ensure that procurement activities by the Council are conducted in accordance with the provisions of the PPA
- Enforces operational controls to manage audits and mitigate risk
- Pre-evaluates, adjudicates and recommend to the Accounting Officer on an award, rejection, cancellation or any other appropriate recommendation related to a tender in the Council
- Carry out market survey on pricing, quality and any other related procurement review needs for work, goods and services
- Carry out any duties within the procurement oversight mandate as required by the Council
- Review and analyses tender related queries and complaints and advise the Accounting Officer on appropriate measures
- Prepares and submits quarterly reports on procurements, compliance to regulation policies and procedures to Accounting Officer and relevant stakeholders
- Monitor supplier performance
Requirements
- Bachelor’s degree in Procurement Management or Supply Chain Management. Full membership of a relevant professional body (e.g., Chartered Institute of Procurement and Supply) will be required
- A minimum of five (5) years’ experience in Supply Chain Management environment, two (2) of which must have been in supervisory level
