Job Description
Duties: Under the direction of the Supervisory Voucher Examiner, the Voucher Examiner examines regular to complex vouchers for all Agencies at Post on an annual basis; responsible for the preparation of reconciliations of Vendor Account statement as well as regular Voucher Examiner responsibilities such as voucher payments and Vendor communication and submission of proof of payments; ensures the processing of the vouchers is in accordance with Federal Appropriation Law, Department of State and Serviced Agency Regulations, Post Policy and African Bureau Directives; serves as Alternate VAT Voucher Examiner, Alternate Travel Voucher Examiner, Alternate Cashier and Alternate Accounts Receivable Voucher Examiner in their absence.

Education: Two years of post-secondary education with Accounting, Finance, and or Business is required.
Requirements:
EXPERIENCE: Three years of accounting, finance or business experience is required.
JOB KNOWLEDGE: Must be able to understand USG financial and travel regulations, fundamentals of appropriations law, Department of State and Serviced agency regulations and post policies; various appropriations, allotment, function, object and projects codes; procurement process of goods and services as it relates to funding and payment disbursements.
Evaluations:
LANGUAGE: Level IV (Fluent) speaking/reading/writing of English is required.
SKILLS AND ABILITIES: Must be able to read and comprehend Federal Appropriation Law, Travel Regulations and formulate travel related questions and provide explanations to customers. Must have a high sense of customer service awareness and apply it on a regular basis. Proficiency in programs such as Microsoft Office Excel, Word, and Outlook and ability to research regulations and to obtain information, download and upload data as required. Examine vouchers and ensure their conformity with Contracts, Purchase Orders, Lease Agreements, Awards, Grants, Authorized personnel entitlements and other legitimate claims.
Qualifications: Local prescriptive privileges must be acquired. All applicants under consideration will be required to pass medical and security certifications.
