Overview of role
To regulate air transport, provide air navigation and airport services in accordance with international safety and security standards, integrating financially sound and commercially viable principles; effectively and efficiently directing and managing overall the performance of the Authority to optimize aviation development while safeguarding and enhance environmental sustainability as well as advising the Government on all civil aviation matters.
Job description
- Accountable to the Board of Director of the Authority for the efficient and effective implementation of approved policies and plans for the growth and development of civil aviation in Botswana
- Formulates short, medium and long term strategic and tactical plans for accomplishing objectives of the Authority
- Establishes objectives, goals and performance measures for ach Directorate/ Divisions
- Enforces safe and secure operational standards for all airports and air navigation facilities in accordance with international standards
- Develops the required CAAB (senior management) structure to ensure cohesion and integration for efficient functioning of the Authority
- Applies modern management practices to create a positive work environment with the objective of enhancing productivity and growth of the Authority based on sound commercial principles
- Establishes appropriate, balanced and productive human resources management. Implements human resource development, training and succession plans to support steady growth of managerial and staff potential and harmonious interpersonal relations and positive group dynamics
- Directs formulation of financially sound and commercially oriented budget proposals and Business Plans for achieving the established targets for growth and profitability of the Authority
- Facilitates provision of financial resources, capital facilities and infrastructure for the effective conduct of business and implementation of plans for the development of the aviation industry in the country
- Institutes relevant systems and procedures for efficient functioning and effective monitoring and control of the Authority
- Establishes an appropriate financial reporting and management information system
- Keeps abreast of latest aviation oriented technological developments and international aviation practices and procedures to introduce appropriate changes for modernization of aviation facilities
- Maintains liaison between Board of Directors and staff
- Informs the Board of Directors of important developments concerning both the Authority and the industry at large
- Builds and maintains a high performance culture through effective performance management and communication and coaching staff
- Provides clear leadership and promotes and fosters a team culture consistent with the mission, vision and values of the Authority
- Develops and maintains effective relationships with the Government, major clients and partners, financial institutions, key suppliers and other stakeholders and the general public in order to ensure their support for the overall good and benefit of the Authority
- Provides policy and technical advice to the Government on matters concerning Civil Aviation
- UNDERTAKES OTHER RELATED DUTIES AS DIRECTED BY SUPERVISOR
Requirements, Education and Experience
- Master’s Degree in Business Administration (MBA), Economics, Finance, Commercial Law or other related field
- Professional management qualifications and membership to a relevant professional body
- Understanding of Corporate Governance, statutory & regulatory compliance issues
- 15 years senior management experience. 10 years of which should have been gained from an organisation directly related to the civil aviation industry
