Background and Justification
UNICEF’s Botswana Country Office (BCO) has increased its collaboration with the private sector through the establishment of a CEO Council for Children. The CEO Council created an Action Plan focusing on combatting sexual abuse and supporting early childhood development. Concrete steps to implement that plan have been taken in 2018 and in order to increase corporate engagement in these areas in 2019, substantial investment of time and expertise is required.
Scope of Work
Goal and Objective: Under the supervision of the Communication Officer, the PSE Contractor will support Private Sector engagement for the improvement of children’s wellbeing in Botswana. The contractor will support the Head of Communication and Programme Staff to plan and execute the corporate engagement components of the ongoing #esengmongwaneng Campaign and the ECD campaign, set to launch in the second quarter of 2019.
The anticipated results of the support to private sector engagement are:
- The potential impact that companies could have on ECD through their employees is analysed, and at least three companies have created and implemented concrete plans to provide ECD development services to their staff.
- At least one community-level ECD intervention is identified for companies to support – through CSR – the delivery of public ECD services, and a mechanism for that support is created.
- At least one company is supporting an education initiative.
- At least eight companies support the #esengmongwaneng campaign
Activities and Tasks
ECD Services for Employees

- Using the report of the Global Workplace Survey and the Botswana-specific data, as well as analysis of the potential for large employers to support ECD through benefits for their employees, prepare a short powerpoint to be used to advocate for improved ECD policies by companies in Botswana
- Follow up with members of the CEO Council and all other companies that completed the Workplace Survey to share results of the Survey, and to discuss how the companies might support ECD services in Botswana. Document best practices in Botswana and share with other companies.
- Research potential changes to legislation on maternity leave, collect examples from other countries, and identify and act on advocacy opportunities through Business Botswana/HLCC and other avenues.
- Explore with relevant companies in the safari industry the appetite for a survey to determine the range of family benefits available to their employees, in light of the unique working arrangements in safari camps.
- Prepare the survey, collect results and write summary of findings
ECD CSR Opportunities

- Analyse how the proposed private sector engagement on ECD will be aligned with the attainment of governments Vision 2036 and NDP 11 and produce a matrix or graph to demonstrate the alignment.
- Propose 2-3 options to include private sector in the ECD Pitso. Participate in planning meetings for the Pitso, contribute to its execution and attend the Pitso itself.
- Support the Ministry of Local Government and Rural Development through the Department of Community Development to prepare and deliver an area/topic/skill specific pitch to corporates for support to ECD sevices in select districts.

- Share the results of the worker productivity survey with relevant companies and discuss how they can best use the findings.
- Support companies to facilitate internal dialogues on prevention of sexual exploitation and abuse
- Mobilise companies to share SEA key messages on their communication platforms
Work relationships: The contractor will work under the supervision of the Communications Officer. Close liaison will be required with various Programme Staff dependent on the activity and with the Representative and Sr. Executive Associate on the CEO Council.

Administrative issues
- The position is full-time and based in the UNICEF Botswana Country Office in Gaborone with frequent travel to other parts of the country.
- The consultancy will be undertaken for a duration of 9 months with 20 full time working days per month which will be agreed with the supervisor.
- As per UNICEF DFAM policy, payment is made against approved deliverables, and as indicated in the schedule above. No advance payment is allowed unless in exceptional circumstances.
- UNICEF reserves all copyrights on material, including data analysis, documents, photographs and graphic designs. No data or findings can be published without the permission of UNICEF and any publications arising from the work will be co-authored with UNICEF staff.
- The use of UNICEF material for any purpose, including repackaging in hard copy or compilation for CD-ROM or any other electronic media, is prohibited unless prior written permission is obtained. The unauthorized use of the UNICEF name and logo is against international law and is expressly forbidden.
- The consultancy is office-based. UNICEF will provide desk space and computer.
- The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
- All programme related travel will be pre-approved and paid by UNICEF.
- Consultant will not be entitled to leave, however, unpaid day offs will be discussed and agreed with supervisor
To qualify as an advocate for every child you will have…
- Education: University degree in Communications, Journalism, Public Relations or a related field.
- At least 3-5 years experience in the corporate sector.
- Competencies: The candidate should have strong communication skills, be good at working with people, and be results focused. S/he should have experience working in the corporate sector, ideally in Botswana, that will enable him/her to engage successfully with the priorities and methods of operating in the corporate world.
- Fluent English and Setswana are required.
