WHO Botswana country office is looking for a National Professional Officer (NOC) for a fulltime short term (6 months) local (SSA) assignment to assist Ministry of Health and Wellness to fast track the implementation of adolescent girls and young women (AGYW) programs.
The position is to provide technical support at the national level.The incumbent will manage programs targeted at reducing new HIV infections among adolescent girls and young women (AGYW) aged 15-24 years of age with a particular focus on those activities being implemented in the context of the Global Fund for AIDS, TB and Malaria (GFATM) programme for AGYW. This will include provision of technical guidance to MOHW and partners on the managerial, organizational and operational aspects of AGYW programs. The main focus of this will be strengthening of interventions related biomedical, structural and behavioural interventions while ensuring alignment with the Global strategy for women’s, children’s and adolescents’ health 2016-2030, the SDGs and the WHO recommended strategies throughout the life cycle, with special focus on leaving no one behind.

TERMS OF REFERENCE
Provide technical guidance and managerial support to the WHO Country office team working on identification and prioritization of the right mix of interventions appropriate to AGYW, facilitate the development and the implementation of the relevant work plans under the WHO / MOHW / NAHPA collaborative program and ensure the monitoring and evaluation of the country road map activities.
- Supportthecountrytodevelopandimplementthestandardizedassessmenttoolsandcriteriaforprioritization and targeting of AGYWs.
- Contribute to the finalization and dissemination and operationalization of AGYW framework and National Standard Package of HIV prevention, treatment, care and support services.
- Provide technical assistance and support for the mapping and profiling of AGYW in order to determine and understand health challenges and needs for provision of targeted interventions as well as increased access to service by this age group.
- Provide technical support to MOHW and other concerned Ministries and sub national levels to support capacity building efforts in deficient areas to ensure that priorities are fulfilled.
- Support community mobilization and meaningful engagement of AGYW in policy, programing and M&E of this program.
- Support strengthening of referral mechanisms and linkages to care and services for AGYW.
- Liaise and coordinate with concerned technical units/ departments of MOHW and other concerned Ministries (Education, Youth), youth NGOs, WHO/AFRO, WHO/HQ and donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to AGYW and advocate for intersectorial actions to address determinants of health.
- Provide support to the data quality and development of indicators for monitoring of AGYW program for demonstration of achievements.
- Prepare administrative and technical reports and presentations as necessary;
- Perform other duties as requested by supervisors.
QUALIFICATIONS AND REQUIREMENTS
Education (Qualifications): University degree in medicine, public health or a health related field, with specialized training in obstetrics or reproductive health from an accredited/recognized institute.
Experience: At least five years of progressively responsible professional experience in planning, implementing, coordination, monitoring and evaluating Adolescent Sexual and Reproductive health (ASRH) programs. Practical and field experience in improving ASRH services with related experience working closely with government, UN and international agencies.
