SALARY SCALE: D1 (311, 664 – 344, 076 per annum)
LEAVE: 30 working days per annum.
BENEFITS: i) Optional contributory Medical Aid Scheme
(Government pays 50% and Employee pays 50%).
ii) Contributory Pension Scheme (Governments pays 15% and Employee pays 5%)
QUALIFICATION:
Degree in Auditing/Accounting/Computer Science/Information Technology/Risk Management.
EXPERIENCE:
At least twelve (12) years’ experience in Auditing, two (2) of which should have been served as Principal Internal Auditor I at D2 level or its equivalent.
TRAINING AND SKILLS REQUIREMENTS: Should include auditing of operations, financial and contracts, customer relations; report writing; risk management.
NB: Members of the Institute of Internal Auditors will be preferred.
MAIN PURPOSE OF THE JOB:
To provide advice on optimal utilization of Government Resources. To undertake Research and compile data for recommending changes in prevailing legislation, and Financial Instructions and Procedures to keep them up-to-date, practical and effective.
DUTIES
1. Assists in the implementation of the Internal Audit Charter.
2. Implements risk based Internal Audit plan for Line Ministries.
3. Supervises Internal Audit work in accordance with International Professional Practices Framework.
4. Supervises reviews of Internal Controls Procedures to ensure that they are sound and effective.
5. Recommends improvement in Internal Control Procedures.
6. Advises the Ministry on optimum utilization of Government resources.
7. Coordinate the auditing of Government financial, human and material resources.
8. Monitors the implementation of audit recommendations.
9. Performs preliminary review of current audit files.
10. Assists in preparation of quarterly reports to Management and Ministerial Audit Committee, summarizing results of audit activities
11. Makes follow-up on implementation of audit recommendations and prepare status reports for Internal Audit Manager.
12. Reviews Audit Work Plans.
13. Coordinate the implementation of the annual audit work plan.
14. Formulates work plans and audit programmes.
15. Coordinates staff meetings.
16. Facilitates identification and evaluation of risks for the line Ministry.
17. Provides assurance on adequacy of Ministerial risk Management Systems
18. Assists in the implementation of performance standards for Internal Auditors and the Internal Audit/Risk Management Function.
19. Identifies staff skills gap and determines relevant development programme(s).
20. Undertakes any other related duties as may be assigned by Management.
