The Parliament of Botswana seeks to recruit a Sexual and Reproductive Health and Rights (SRHR) Researcher/Project Officer to deliver the SRHR HIV and AIDS Governance Project funded by the Embassy of Sweden under the SADC Parliamentary Forum. The project aims at building the capacity of Members of Parliament in order to enhance parliamentary interventions on SRHR governance. The officer will be a focal point for the project and coordinate statutory committees, forums and networks or pressure groups.

Implementation will entail the following:
a) Gender equality and Sexual Gender Based Violence
b) Early and Unintended Pregnancy and Safe abortion
c) Commodity Security and Access to SRHR and HIV related services with a view to reinforcing health systems and contributing to Universal Health Coverage.
d) Comprehensive Sexuality Education
e) Non-Discrimination and Key Populations.

Main vision of the Project:
Universal access to integrated SRHR and HIV/AIDS services and related rights, including bringing forward social change, improved health and respect for human rights that are enjoyed by all in the SADC region.

Key Responsibilities

  • Function as SRHR and HIV and AIDS Researcher attached to Parliamentary Portfolio Committees on Health and HIV/ AIDS, Education and Skills Development, Local Governance & Social Welfare and Youth, Sports, Arts & Culture.
  • Report to the Clerk of the National Assembly with a view of assisting directly in the implementation of the SRHR, HIV and AIDS Governance Project within the national Assembly.
  • Provides technical and expert guidance to Members of Parliament on the SRHR and HIV and AIDS and the application of parliamentary practice and procedures.
  • Researches and prepare Concept Notes and briefs for Project activities for onward programmatic approval by the Manager under the SRHR Project, and for approval by the Clerk of the National Assembly.
  • Ensure that Members of Parliament are linked to their communities and the public with regard to issues of national importance on SRHR and HIV and AIDS, including other governance issues.
  • Liaises with identified stakeholders/ partners, in SRH, HIV and AIDS related issues for capacity development, technical support and knowledge sharing.
  • Assist in the logistics involved in project activities under the supervision of the office of the Clerk.
  • Ensure gathering and submission of financial data with respect to contributions made by partners under co-funded Project activities, if any.
  • Ensure publication in the media and in the Gazette, where applicable of matters on SRHR, HIV and AIDS
  • Prepare high level briefs for MPs on live SRHR, HIV and AIDS Governance issues which may be of interest at parliamentary level.
  • Assist in the establishment and conduct of regular meetings of the National Working Group (NWG) under the auspices of the National Assembly.
  • Prepare research papers, briefs and reports on SRHR, HIV and AIDS for submission to SADC-PF and Parliament for monitoring and evaluation purposes.
  • Keep abreast of all major SRH, HIV and AIDS development in other jurisdictions.
  • Attend such regional meetings as may be required for purposes of training, peer learning, and benchmarking project results with other implanting countries.
  • Researches into matters of parliamentary practice and programmes and prepares written opinions and papers for review on SRH, HIV and AIDS
  • Assists Members of Parliament in the drafting of parliamentary questions and Motions related to SRH, HIV and AIDS
  • Notes the decisions on SRHR and HIV and AIDS arising from Committee meetings and ensures that all decisions are followed up and implemented.

Requirements

  • Qualifications: Degree in Social Sciences, Public Health, Public Health Management and Law.

Salary

USD 2000 per month
