1. Lead the development of indicators, their continuous refinement and a system for ongoing management of strategic information & learning, including the development of relevant tools in support of achieving the Project objectives;
2. Liaise with the HRH2030 program advisers and improvement specialists to implement activities agreed in the team for the active collection, aggregation and analysis of relevant qualitative and data for HIV and broader health care across the community and facility platforms towards effective monitoring and evaluation of to inform joint strategies on improved service delivery design;
3. Develop, maintain and update the project databases when necessary; Organize and maintain project filing systems (electronic and physical) for reports, forms and data collection tools;
4. Analyze data at site, district and project-wide level to determine areas of improvement or problems with performance including to establish and inform the generation of baselines on key aspects of the integrated HIV response and the organization of HRH across districts and facilities;
5. Actively support the onsite improvement coaching of quality improvement teams at the district and community level to systematically analyze problems and barriers, develop change ideas, test these changes and evaluate ‘what works’ to improve the quality of HIV and broader health services.
6. Provide support and guidance to members of the strategic information & data management team and improvement specialists, including review their draft documentation and presentation of evidence base for evaluating improvement.
7. Create monthly and quarterly reports (as appropriate) for review by project team and global HRH2030 M&E team for effective monitoring and evaluation of project performance;
8. Coordinate inputs to knowledge management products including case studies, technical publications, conference presentations and other reports toward documentation of program learning and knowledge sharing.
9. Together with other HRH2030 Advisers carry out planning and organization of meetings, seminars and learning sessions in accordance with the HRH2030 workplan, strategies and agreements with immediate project partners.
10. Together with the program team generate monthly forecasts and forward planning of operational needs for all activities with budgetary implications to allow for smooth project planning according to project and USAID regulations;
11. Contribute to any other administrative, coordination, planning and reporting duties assigned by supervisor.

• A Master’s level degree in public health, social sciences, sociology and management, or other relevant development field.
• Minimum of 5 years work experience, including in positions that involved dedicated application of quality improvement methods, data management and research & evaluation; experience in health systems strengthening approaches is an added advantage.
• Advanced skills in processing, visualizing and presenting results to a wide audience of clinical and non-clinical stakeholders.
• Advanced analytical, organization and problem-solving skills; strong attention to detail; ability to work under tight time deadlines.
• Ability to work and effectively organize in a fast-paced and results-oriented environment under gradually increasing delegation; ability to effectively supervise and develop the capacity of data management team as needed.
• Excellent written and verbal communication, as well as proven interpersonal skills in a multi-cultural context are a must.
• Familiarity with USAID regulations, including branding and reporting requirements is helpful.
