Job Summary:

To provide responsive high quality technical support to ensure the quality of HIV testing services (HTS) in the APC Program. The incumbent will participate in the development of partnerships and necessary systems, to support APC partners implementation of community based HIV testing and counseling services. Under supervision of the STO-prevention, the TO will provide capacity building support to APC implementing partners to ensure better linkages from community to facilities for HIV care.

Accountabilities:

• Participates in the development of partnerships and necessary systems to support APC partners implementation of community based HTS in all APC districts.
• Supports the development of an appropriate HTS programming within the APC project, including staff training, activity reporting, strengthening of linkage of clients as well as ongoing supervision of HTS across all APC partners.
• Develops HTS supervision tools, provides training in the use of these tools, and supports the strengthening of HTS reporting and M&E data utilization.
• Provides capacity building to implementing partners to ensure better linkages between community HTS and facilities for HIV care.
• Supports implementation of innovative community-based HTS interventions.
• Contributes to the development of community HTS strategies, project documents and work plans with a special focus on ensuring HTS concerns are adequately incorporated.
• Reports of HIV testing and counseling interventions from all APC districts on a timely fashion.

Applied Knowledge & Skills:

• Trained in the Botswana national protocol for HTS ( both parallel and serial testing algorithms)
• Experience in implementing HIV testing approaches and supervision in Botswana
• Experience providing training and capacity building in health facility and community settings
• Experience working in an international NGO environment desirable, particularly with PEPFAR funded projects
• Experience working with MOH
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
• Well-developed computer skills, including Microsoft Office

Supervision Given/Received:

• Receives methods and procedures on new projects and assignments.
• May provide guidance to other lower level personnel.

Education:

• Bachelor’s Degree or its International Equivalent in Economics, Education, Environment, Health, Human
• Development, Information Science, International Development, Social Sciences or Related Field.

Experience:

• Typically requires 5-7 years of managing data collection and technical assistance experience.
• Proficiency with database management software and on-line search tools required.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
• Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
• Must be able to read, write, and speak fluent English.
• Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Typical Physical Demands:

• Typical office environment.
• Ability to sit and stand for extended periods of time.
• Ability to lift 5-50 lbs.

Technology to be Used:

• Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.
