BACKGROUND:
USAID’s programming in Botswana is primarily focused on control and containment of the country’s HIV/AIDS epidemic. The US Government (USG) has invested more than $700 million through the US President’s Emergency Plan for AIDS Relief (PEPFAR) from 2004 to 2016. With support from PEPFAR, the Government of Botswana (GOB) has made significant strides to reduce new HIV infections and ensure care and treatment for those living with HIV. However, there are still roughly 14,000 new HIV infections every year – or one new infection every hour in Botswana. USAID collaborates with Peace Corps, the Centers for Disease Control and Prevention (CDC), the US Departments of Defense (DOD), and the US State Department (DOS) under a whole of government approach to partner with the GOB, the private sector, and civil society to implement evidence-based HIV programs in prevention, care, and treatment, and health systems strengthening. USAID supports the GOB to control and accelerate progress towards attainment of the 90-90-90 objectives by 2020. In order to move towards this goal, USAID is focusing on reducing the risk of HIV infection by increasing HIV testing and linkages into care and treatment; training, mentoring, and supportive supervision; strengthening of strategic information; increasing orphans’ and vulnerable children’s access to essential care, support, and protection services; and focusing on key populations affected by the epidemic.

INTRODUCTION:
The Senior Strategic Communications Advisor (Senior Advisor) will work with the USAID Botswana Office to provide technical leadership to USAID in the area of strategic communications with a priority focus on its health programming. The Senior Advisor will participate in high level strategic discussions to ensure materials and information are relevant and effective, and will work with the USAID team to strategically plan for new ways to better communicate their efforts. S/he will be responsible for collecting, investigating, managing, and distributing information associated with the USAID foreign assistance program in Botswana, and will serve as the primary point of contact and liaison for information requests.
S/he will work closely with and receive technical guidance from USAID/Botswana’s Country Representative who will serve as his/her onsite manager, as well as work closely with each of the team members.
ROLES AND RESPONSIBILITIES:
The Senior Strategic Communications Advisor will be responsible for:
- Strategic Communications and Outreach (90%)
- Leading the collaboration efforts with other USG agencies including DOS, PEPFAR, CDC, DOD, and USAID implementing partners to achieve maximum exposure and understanding of US development assistance efforts and initiatives in Botswana as defined by the Chief of Mission and USAID/Botswana’s Country Representative.
- Designing and developing an effective communications strategy for USAID programming in Botswana that includes dissemination of timely and accurate information such as fact sheets, newsletters, brochures, presentations, responses for requests for information, and all other public information materials relating to USAID/Botswana’s activities, including on social media sites.
- Encouraging and supporting coverage of public events through media coordination and distribution of press releases on program successes, project inaugurations, significant developments, and other notable project activities.
- Collaborating and coordinating with technical offices, Embassy’s Public Affairs Section, and Legislative & Public Affairs to produce and release timely, accurate, and useful written information to local and international media, and coordinate with PAS to expand opportunities to keep media abreast of USAID programs, including TV, radio, and other media.
- Monitoring of local and international press coverage, awareness, and attitudes concerning USAID programs and the effectiveness of the communications strategy. Providing feedback to inform ongoing activities and future programming.
- Organizing and managing the coordination of press events for USAID projects in conjunction with the Embassy and USAID staff and implementing partners. This includes conferences, openings, ribbon-cuttings, and other ceremonies.
- Leading the press communication and event strategy to include: press releases, speeches, and talking points; media briefings, event briefers, briefing materials and memos; speaker identification, etc. press packets; dealing with protocol issues, overseeing logistics; identifying .
- Reviewing and editing press releases, speeches, talking points, event briefers and scene setters drafted by implementing partners for USAID events.
- Managing production of media products and materials with external vendors as well as in-house creation of photo products and video of USAID activities for the USAID and Embassy websites and other communications purposes.
- Participating in technical working groups and other task forces related to communications as appropriate.
- Keeping abreast of literature, reports, international guidelines and standards, and latest developments in the field of USAID communications, USAID’s development goals for Botswana, and Botswana’s HIV/AIDS crisis.
- Deepening knowledge of HIV/AIDS communications strategies.
- Participating in interagency and intra-agency working groups as appropriate to the scope of work.
International and domestic travel approximately 30%.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health, communications or a related social science field. PhD preferred.
- Minimum ten (10) years’ experience in the field of communications, with at least three – five (3-5) years’ experience in an international or resource challenged setting.
