Duties:
The HIV Services/Tuberculosis (TB) Program Officer works under the direction of the HIV Services Branch Chief and is a key public health advisor to the Branch Chief, Associate Director of Programs, and Country Director. The job holder’s responsibilities include day-to-day program and administrative management, and coordination and collaboration with other PEPFAR agencies to ensure that project implementation addresses program strategic objectives and internationally recognized public health standards and best practices. This management role requires public health technical leadership, results-oriented analysis, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and Botswana Ministry of Health and Wellness (MOH).
The incumbent serves as the primary CDC contact for implementing partners for all issues related to CDC-supported TB program activities as well as additional HIV services issues. Serves as the Activity Manager for TB and other HIV services components of CDC-supported cooperative agreements in Botswana. Serves as a primary contributor to the planning, development, and review of the TB and other HIV services components of the annual Country Operational Plan (COP) for Botswana.
Monitors and evaluates progress of projects, identifying technical, personnel, logistical, and financial problems and makes or recommends revisions as necessary to overcome obstacles and constraints to progress. The job holder represents CDC Botswana on TB and other HIV services issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.
Identifies training needs and participates in the development and implementation of training courses for partner organizations.
Qualifications and Evaluations
Education:
Master’s degree in Health Sciences-related field is required.
Requirements:
EXPERIENCE:
Five years of work experience in HIV or tuberculosis program activities (planning, developing, implementing and evaluating HIV or tuberculosis programs) is required
JOB KNOWLEDGE:
Comprehensive knowledge and experience in HIV prevention and treatment strategies, tuberculosis issues, HIV/AIDS public health programs, methods, processes, techniques used to plan, develop, implement and evaluate results of HIV prevention and treatment programs. Comprehensive knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required. Good working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of HIV services/TB programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required. Good working knowledge of statistics and data analysis is required.
Evaluations:
LANGUAGE:
Level IV (Fluent) speaking/reading/writing of English is required.
SKILLS AND ABILITIES:
Strong oral and written communications skills are required. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is required. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders. Considerable innovation will be required to influence other collaborative organizations engaged in HIV services/TB programs to adopt appropriate strategies for their program activities. Intermediate user level of word processing, spreadsheets and databases is required.
Qualifications:
Local prescriptive privileges must be acquired. All applicants under consideration will be required to pass medical and security certifications.
