MANAGER (DEVELOPMENT, FINANCE AND PROCUREMENT)

VACANCY CIRCULAR NO. 2 OF 2019

Applications are invited from talented, decisive and self-driven individuals for the above -mentioned position in the Ministry of Transport and Communications.

MAIN PURPOSE OF THE JOB:

To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the Ministry in a timely and efficient manner.

KEY PERFORMANCE AREAS:

• Give advice on procurement matters requiring policy action and guide on all technical matters for effective procurement of goods, works and services.
• Provide technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.
• Develop contracts with contractors.
• Negotiate bulk discounts or special facilities on behalf of the Ministry.
• Align/endorse contractor selection to procurement policy and strategy of government of Botswana and reviews the list of contractors based on their performance.
• Oversee maintenance of list of approved suppliers, and evaluates supply capabilities and contractor performance.
• Liaise with relevant bodies to ensure a proactive management and development of the contractor base, including small and medium sized enterprises and other service providers.
• Coordinate and oversee development of procurement plan.
• Coordinate and oversee the examination and development of estimates of material, equipment and service requirement.
• Manage all procurement and disposal by tender activities of the Ministry.
• Oversee the preparation of tender documents.
• Coordinate and oversee contract administration and preparation of end of activity report.
• Manage contracts with contractors to ensure expected deliverables.
• Oversee the procurement and disposal processes as well as tendering process and ensure adherence to relevant provisions of the PPAD Act and regulations.
• Undertake any other related duties as may be assigned by Management.

QUALIFICATIONS: Degree in Finance or Accounting or Business Administration or Quantity Surveys Civil Engineering.

EXPERIENCE: At least sixteen (14) years’ experience in accounting or project management. Having worked in the engineering field will be an added advantage.

SALARY SCALE: E2 (358,800 – 373,296) per annum.

LEAVE: 30 Working days per annum

BENEFITS

• Optional contributory Medical Aid Scheme (Government pays 50% and employee pays 50%).
• Contributory Pension Scheme (Government pays 15% and employees pays 5%).
• A contract of 24 to 36 months, with gratuity at the rate of 30% payable upon expiry of contract.
