Petroleum Engineering & Distribution Manager

JOB TITLE: 3 Year Contract

Location: Gaborone, Botswana

To manage the functions of Petroleum Facilities; both Fuels, Lubricants and Propane in forward planning and product receipt from Overseas tanks, storage of product and maintenance of terminal facilities, and into-trucks. Drums, and coastal tankers delivery of clean and dry fuels in a safe manner, at optimum cost, with efficient use of available resources and meeting customer satisfaction. The incumbent also has responsibility to oversee product quality, HSSE development and performance, external relations coordination with every interaction for Line of Business at Terminal and Head Office levels

RESPONSIBLE FOR:

The incumbent is fully responsible for efficient functions of Fuel, Lubricants and Propane terminal operations, facility engineering and the full delivery of all OHSSE, Asset Integrity Engineering and Management, Emergency Response, Customer service Order Fulfillment, Marine operations, Training of staff interfacing with other Lines of Business and External Authorities, and overall Terminals Planning and Strategy Analysis

DIMENSION, PRINCIPAL ACCOUNTABILITIES:

1. Manage and carry out Terminals Planning and Analysis responsibility to identify best fit operational establishment which will bring economic, Engineering and HSSE benefit to the business in MEC.
2. a) Ensure viable terminals tankage capacity is put in place to service the business b) Ensure External Relations within Government and Industry Partners is maintained c) Ensure the Petroleum operating unit cost is at optimum level d) Ensure the Petroleum assets are fully utilized e) Ensure wasted terminal assets are sold or relocated to bring optimum utilization f) Ensure legal contracts are agreements are put in place to safe guard terminals operations from any case of litigation from parties entered into, and authorities.
3. Manage the overall activities of all fuel Terminal and Propane Depots in ensuring that they perform the functions of product receipt, storage and into-Trucks filling, ships back loading and bunkers operations diligently.
4. a) Ensure Products meet specification and Quality maintained, b) Ensure Plant integrity is maintained, c) Ensure proper control and accurate stock accounting, d) Manage safe product movement (Pipelines, Delivery Vehicles, LCT, Other Coastal vessels, and Drums).
5. Manage OHSSE Processes.
6. a) Maintain Safety and Health in the Workplace, b) Protect Environment, c) Monitor, Review sites Security and ensures minimum-security standards are maintained at all times, d) Provide staff with proper training to ensure preparedness for Emergency Response, e) Liaise with external authorities

(Ports, Transport, Environment, NDES, police. Fire Brigade, Health and other Government or Private Agencies to conduct Emergency Response Drills/Exercises. f) Conduct Policy, Standards and Procedures compliance audits for Terminal, Marine Tankers, Road Transport and Product Quality, g) Manage Equipment Testing & Maintenance at all locations based on Standards, h) Ensure HSSE-MS and Case for locations and cluster is monitored for Distribution based on stewardship standards and commitments to achieve risks at ALARP position, i) Report on KPI performances Monthly, quarterly, Six Monthly and Yearly.

5. a) Optimize Costs such as to maintain as low as reasonably practicable to achieve scorecard requirements b) Budget and report all variances

7. a) Ensure Customer Service is top priority and achieved through the Safe operation and On time delivery of Products to all customers, b) Maintain daily transport efficiency performance c) Maintain relevant KPI’s to monitor performance
8. Manage training and Career plan for Subordinate Staff.
9. a) Identify Gaps in individual’s job Skills and provide the necessary training to close gaps.

The Terminals Operations Manager in carrying out the above activities shall focus on Change Management, Risk Management, Training and Accreditation, Asset Management, Quality Assurance, External Relations, Customer Service, Master Planning and Business Monitoring.

People: Determining the right level of disciplinary action to be taken with guidance from line manager and in accordance with HR guidelines.

Engineering and Business: Determining right engineering standards, safety and business solutions and able to provide guidance to the organization and executing action items timely

QUALIFICATIONS AND EXPERIENCES REQUIRED:

• Must have Mechanical Engineering Degree, from a recognized tertiary institution.
• Minimum 10 years’ experience in Petroleum Downstream Distribution /Operations.
• Proven Track Record on Managing People and Meeting Deadlines.
• Training /Coaching of staff
• Certified Tanker Discharge Officer
• Certified Safe Work Permit Officer
• Certified Product Quality Officer
• Be able to respond to any emergency Related to Industry operations

• Has specifically managed Fuel and Propane facilities and Businesses within the Pacific Islands Region.
