VACANCY CIRCULAR NO 1 OF 2020
Vacancy: Deputy Director
Applications are invited from highly motivated and well experienced, self-driven and suitably qualified citizens of Botswana for the position of Deputy Director at the Ministry of Mineral Resources, Green Technology and Energy Security tenable at Diamond Hub.
Salary : E2 (P373, 152.00 – P388, 236.00 per annum)
Leave: 30 working days per annum.
Benefits: Optional contributory Medical Aid Scheme (Government Contributes 50% and employee 50%
Duration : 24 – 36 months contract.
Qualifications : Bachelor’sDegreeinBusinessAdministration, Economics, Finance or related fields (from a recognized and accredited institution) is required. A master’s degree in any of the above or related disciplines will be an added advantage.
Certified Anti-money Laundering/Combating Terrorist Financing and Combating Financing of proliferation of weapons of mass destruction (AML/CFT) Compliance Practitioners will also have an added advantage.
Experience : A minimum of fourteen (14) years post qualification work experience in the business, minerals industry, or a related field, two years of which must have been served at D1 salary scale or equivalent. For private sector applicants, experience must involve handling multi-disciplinary services in large and complex business projects. Accreditation in AML/CFT/CFP compliance is desirable.
Main Purpose of the Job: To oversee the AML/CFT/CFP compliance within the diamond industry and business development facilitation. Assists in providing effective leadership and guidance in administrative and technical matters pertaining to business development, diamond beneficiation and AML/CFT/CFP.
Key Performance Areas:
- Advices stakeholders on all aspects of diamond business development and diamond beneficiation, and AML/CFT/ CFP.
- Manages diamond business development and beneficiation programmes and AML/CFT/CFP.
- Manages relationships with stakeholders and customers.
- Manages performance of the key areas of responsibility and prepares monthly, quarterly and annual reports.
- Provides general quality assurance in the delivery of Divisional projects relating to business development, diamond beneficiation, and AML/CTF/CFP.
- Initiates the development and review of policies, strategies, procedures, and legislation designed to regulate/ enhance diamond business development, diamond beneficiation, and combat money laundering and financing of terrorism.
- Establishes and maintains a lessons-learned’ database from Divisional projects, to serve as a guide to future projects.
- Manages maintenance of statistics concerning diamond market, business performance, as well as compliance measures adopted or implemented by the specified party and sanctions imposed on such specified party, under the Financial Intelligence Act.
- Ensures adherence to agreed standards, methodologies, principles and processes.
- Monitors budget and expenditure for Divisional projects and activities.
