Botswana Qualifications Authority (BQA) is a parastatal under the Ministry of Tertiary Education Research Science and Technology. It draws its mandate from the BQA Act No.24 of 2013. Its main objectives are to provide for and maintain the National Credit and Qualifications Framework (NCQF) and to coordinate the Education, Training and Skills Development Quality Assurance System. Plan and coordinate the evaluation of qualifications activities.
Create a proper work environment for the team and manage its resources for achieving its goals.
Main Duties:
KEY PERFORMANCE AREAS
- Divisional Strategies, Policies and Leadership.
- Evaluate local and external qualifications for recognition in Botswana.
- Undertake investigations on external qualifications queries.
- Prepare reports on evaluated qualifications.
- People Management.
- Safety, Health, Environment and Quality.
DUTIES AND RESPONSIBILITIES
- Participate in formulating, defining, reviewing and updating the strategic direction of BQA.
- Provide inputs to the preparation of BQA’s strategic/operating plans and budgets.
- Develop and coordinate the implementation of the relevant policies and strategy for the conduct of the division’s mandate.
- Align the division’s operations with the overall mission, vision and values of BQA.
- Ensure provision of service in line with SLAs.
- Oversee the development, review and implementation of cost effective and value driven systems, rules, regulations, standards, procedures, guidelines and instruments that are relevant for the conduct of the division’s work.
- Plan the division’s activity and maintain direct oversight on the division’s operations.
- Advise the Head of Department, Deputy CEO, CEO or Board on qualifications matters.
- Undertake any other duties as delegated by the Head of Department, Deputy CEO or CEO.
- Manage the work of the Division in accordance with set criteria, standards, procedures and guidelines for evaluation of qualifications.
- Provide advice in interpreting the qualification evaluation outcome for the purpose of academic, career and/or professional placement of a qualification holder.
- Provide Secretarial duties to Evaluation of Qualifications Appeals structures as and when required and ensure that these structures deliver their outputs as per their terms of reference.
- Undertake the work of the Division in accordance with set criteria, standards, procedures and guidelines for evaluation of qualifications.
- Keep accurate and up to date records (physical and electronic) related to work carried out in the evaluation of qualifications.
- Undertake investigations on evaluated qualifications queries.
- Approve reports for evaluated qualifications.
- Facilitate awareness for stakeholders on recognition of qualifications in Botswana.
- Keep abreast with issues relating to local and international qualifications recognitions.
- Ensure conformity to established evaluation of qualifications policies by associated divisions within Botswana Qualifications Authority.
- Conform to policies of associated Divisions within Botswana Qualifications Authority.
- Provide efficient response to applications for, and queries on, evaluation of qualifications.
EVALUATION OF QUALIFICATIONS
- a) Lead the assessment of local qualifications and part qualifications
- Evaluation against developed policies and criteria to determine significance, and confirm the legality, validity and credibility of the qualification documents submitted and the qualification to which the document refers.
- Analysis of available information to express each qualification in terms of the nomenclature and structural features of the NCQF.
- Oversee the evaluation of foreign qualifications.
- Evaluation against set standards to determine the level of the NCQF at which foreign qualifications must be recognised.
- Direct and approve the issue of Certificate of Evaluation for the recognition of foreign qualifications. b) Oversee the publication of registered qualifications and part qualifications.
- c) Oversee the work of sector expert panels for evaluation of qualifications as and when required and ensure that these experts deliver their outputs as per their terms of reference.
Position Requirements:
- Education:
A Masters in Education from a recognised institution or any other equivalent Qualification acceptable to BQA Certification in NQF related field should be an added advantage.
- EXPERIENCE:
At least 8 years of experience in similar functions within an Education and Training environment, including a minimum of 4 years in a supervisory position.
- REQUIRED COMPETENCIES:
Technical competencies
- Knowledge of the NCQF and the Education and Training sector (including policies, strategies, legislations and regulations in Botswana).
- Knowledge of registration, accreditation and quality assurance.
- Knowledge of processes relating to qualifications evaluation and registration.
- Computer literate experience with systems and applications in the specific work area.
