The Medicines Regulatory Authority has been set up under the Medicines and Related Substances Act (MRSA) of 2013 and was established to regulate the supply chain of medicines and related substances, cosmetics and medical devices in order to ensure their quality, safety and efficacy.

JOB PURPOSE:
Reporting to the CEO, the Corporate and Legal Counsel will ensure that the Authority and its Board adhere to statutory provisions and comply with the provisions of the Act at all times, and advise on all legal matters, including litigation. The position also serves as the Authority’s Board Secretary, principal legal officer and ensure compliance with governance standards.
MAIN DUTIES:
- To provide legal advice to the Authority’s CEO and the Board.
- To plan and provide Board secretarial services and ensure Board related activities comply with corporate governance standards and reporting requirements.
- To develop annual, budgets, plans and budgets and optimize use of available resources.
- To prepare the budget for the Legal Services Unit and monitor control of resource utilization.
- Review potential cases on non-compliance and make recommendations relating to prosecutions and litigation for consideration by the CEO and the Board.
- To draft and prepare all legal documents for the Authority.
- To attend and prosecute or defend all civil and criminal cases for or against the Authority in accordance with procedures to protect the interests of the Authority.
- To take custody of the official seal and all legal documents such as contracts, agreements, title deeds etc.
- To liaise with the High Court and subordinate courts, Government Ministries and Departments and other institutions on legal matters affecting the Authority.
- To lead a law enforcement unit that will be tasked with investigation of failures of compliance as per the Medicines and Related Substances Act, and the planning and organization of prosecutions.
- To elevate the key area of law enforcement to a strategic level within the organization and have the ability to develop sustainable partnerships with key stakeholders in pursuit of public awareness and overall compliance to safeguard the public and patient health.
- To influence both internally and externally with an ability to maximize impact from employment of scarce resources at their disposal.
QUALIFICATIONS:
- Academic Qualification: Holder of Master’s Degree in Law. A Chartered Institute of Secretaries (CIS), MBA or Strategic Management qualification will be an added advantage.
- Work experience: At least ten years, five of which were in senior managerial position in a reputable organization.
- Essential skills: Proven Head of Sectional and administration skills; good communication and interpersonal skills; negotiation skills; ability to work under pressure; time management; ICT Applications.
- Competencies: Excellent organizational skills; Strong ability to follow detailed processes and procedures; Precision in execution of work with attention to detail; Initiative, diplomacy and good judgment; Good written and oral communication skills; Good interpersonal skills and team spirit; Tact and discretion in the handling of confidential files and information; ability to act as chief advisor to management and the Board on legal and governance matters. You will be required to have experience motivating and getting the best from teams working under them, and able to develop stable, strong relationships outside on behalf of the Authority.
