Leave: 30 working days per annum
Qualifications: Degree in Human Resource Management, Public Administration, Industrial Relations, Strategic Management or Business Administration or equivalent.
Experience: Ten (10) years relevant experience two of which should have been served as Chief Administration Officer I on D3 salary scale or equivalent.
Optional Contributory Medical Aid Scheme (Government pays 50% and Employee pays 50%)
Benefits: Contributory Pension Fund (Government pays 15% and Employee pays 5%).
Main purpose of the Job:
To coordinate human resource functions of recruitment and selection, training and development, employee relations and other human resource management issues in the National Assembly
Duties:
1. Coordinate human resource functions of: recruitment and selection, training and development, employee relations and other human resource management issues.
2. Provides advice and guidance on interpretation of Human Resource management policies to customers.
3. Interprets and monitors the implementation of various Government policies, rules and regulations in relation to human resource management matters.
4. Advises the Deputy Manager on all Human Resource matters.
5. Facilitate the implementation of the anticorruption strategy.
6. Attends to staff welfare issues
7. Prepares manpower estimates/requirements.
8. Supervises junior staff.
9. Prepares the budget in consultation with Finance and Accounts division.
10. Undertakes any other duties as assigned by Management
