Job Purpose
JobOverview
To lead and support the implementation of the comprehensive risk management system and general insurance (claims) program for the Corporation, focusing on the specific Hazard Risk areas of Workers’ Compensation, Liability and Property. The job purpose also involves purchase of new or renewal insurance programs; claims management and administration; management of relationships with internal stakeholders and external third party service providers including brokers, attorneys and insurers.
Principal Accountabilities/Responsibilities

Enterprise Risk Management and Insurance Claims
- Manages all insurance administration duties for multiple lines of insurance. Includes processing Certificate of Insurance requests; maintaining schedules of insurance, locations, fleet, etc. including processing endorsement requests.
- Manages and maintains all aspects of asset valuation and exposure data including related documentation such as leases, financing agreements, construction agreements, facility use agreements, etc. in conjunction with Enterprise Risk and Claims Superintendent
- Manages the underwriting renewal process including gathering, analyzing and preparing underwriting data for marketing submissions in conjunction with Enterprise Risk and Claims Superintendent.
- Manages renewal timeline with brokers and insurers; manages other Risk department timelines critical to internal deadlines.
- Analyzes broker/insurer quotes and presents results and recommendations Enterprise Risk and Claims Superintendent and SHER Manager.
- Acts as key liaison between the Enterprise Risk & Claims department and internal and external stakeholders including brokers, insurers, and claimants to support the daily administration of risk management programs.
- Reviews premium invoices for compliance with proposals/quotes; prepares appropriate internal allocation of premium costs; reviews and processes audits and related invoices
- Maintains and manages insurance program records including complying with record retention policies. Includes insurance policy files, claim files, and related financial records as well as subject matter files.
- Manages claims including internal self-insured first party claims, including subrogation.
- Partners with Enterprise Risk and Claims Superintendent to ensure development of and consistent application of policies and procedures.
- Reviews and processes claims and claim reimbursement invoices; ensures assignment of costs to appropriate account numbers.
- Prepares Risk department financial analyses including budget analyses, insurance proposal analyses, and analyses and documentation related to any state required reports in conjunction with Enterprise Risk and Claims Superintendent.
- Prepares draft budgets, forecasts, and financial reports.
- Responsible for continuous data collection, spreadsheet development and management; requires collaboration with all affected internal departments as well as external stakeholders.
- Maintains productive working relationships with insurance brokers, carrier, attorneys and other Risk Management and Claims customers.
- Maintains and monitors vendor and Risk department compliance with Risk department contracts in conjunction with Enterprise Risk and Claims Superintendent.
ECR and Claims Professional Management
- Manual/Physical: Conducts extensive field investigations involving photography of physical conditions and collects evidence necessary to preserve claim information. Responds to emergency calls to investigate situation and assess risk and/or liability. Meets unit scheduling and attendance requirements. Attends weekly meetings to develop strategies for defining lawsuits and claims filed against the Corporation.
- Problem Solving: Plans, organizes, and administers all risk management activities including the selection of insurance coverage for liability risks. Develops and implements long- and short-range goals and objectives. Plans work, thinks conceptually, and observes and evaluates trends. Develops and implements improved cost effectiveness and operating procedures. Calculates claims estimates. Reviews and evaluates overall program performance. Analyzes, develops, and implements effective, efficient, and economical risk management programs and procedures. Prepares Request for Proposal specifications and analyzes contract proposals to ensure agreement with the needs and requirements of Corporation’s departments and employees. Comprehends and makes inferences from written material. Learns job-related material through on-the-job training and at seminars and conferences.
- Communication: Keeps supervisors and client-departments informed of the status of claims. Builds strong working relationships with other departments within the Corporation. Provides information concerning insurance needs, regulations, processes, and practices to internal and external customers through verbal and written communication. Uses simple, non-technical language to explain technical insurance concepts and practices. Meets with and interviews claimants, Corporation’s staff, and others as needed to collect Risk Management Claims Analyst information and evidence relative to the claim. Negotiates claim settlements. Prepares clear and concise oral and written reports and presentations.
Ensures that all safety and loss control standards (Safety Health and Environmental) contained in the Corporation’s standards are adhered to.
Undertakes Such Other Related Duties as Directed by the Supervisor
Qualifications

- A recognised Degree in Risk Management, Insurance Management or Equivalent
- Sound knowledge in implementation of ISO 14001, OHSAS 18001 and best practice systems such as IRCA/NOSA
- Valid Membership of professional Institutes and Certification in Enterprise Risk Management, Auditing or Project management accreditation
Experience

- A minimum of 4 years post qualification experience in the field of SHER of the above, at least 2 years in a supervisory capacity in SHER
- A proven track record of effective people and operations management
