The “Ecosystem-Based Adaptation and Mitigation in Botswana’s Communal Rangelands” Project funded by Green Climate Fund (GCF) will utilize collective management of livestock and ecosystems to restore Botswana’s communal rangelands, increasing the climate resilience of vulnerable populations and reducing Green House Gas (GHG) emissions. Over 8 years, the project will undertake activities in 104 villages in Ngamiland, Kgalagadi, and Bobirwa districts of Botswana targeting improved management of 4.6 million hectares of rangelands.
The Human Resources (HR) Manager oversees the human resources function for the GCF Botswana project, partnering with project management team in the strategic planning and execution of initiatives and programs to ensure that the project has the appropriate structure, culture and talent to deliver effectively on project needs. Reporting directly to the Chief of Party and indirectly to the HR Business Partner – Africa, the Human Resources Manager works in partnership with the Finance and Administration Director as well as CI Botswana country management team.
The HR Manager will be responsible for the implementation of organizational Human Resources policies, processes, protocols and systems, including workforce planning, recruitment/selection, staffing, performance management, compensation/benefits, training and development, and employee relations, ensuring full compliance and appropriate application of Botswanan labor practices and procedures.The HR Manager will contribute to ensure compliance with gender and indigenous peoples targets of the project. The HR Manager will lead talent management and employee engagement for the GCF Botswana project actively seeking best practices and improvement, promoting teamwork, supporting innovation and managing change, ensuring that all staff are informed on relevant information about CI’s approach to managing its people and building the capacity of managers and supervisors to lead their teams appropriately. Likewise providing training for GCF policy compliance. This position supports employees and managers in modeling and ensuring a healthy and motivating working environment, living the organization’s values and facilitating processes for dialogue and constructive problem solving.
RESPONSIBILITIES
- Work strategically and collaboratively with the project management team to develop full-cycle talent management programs, ensure oversight and capacity building in all functional HR areas including recruitment, contracting, on-boarding, compensation, benefits, performance management, succession planning, separations etc.
- Identify, develop and implement processes for workforce planning and management of the staff in alignment with the GCF Botswana’s annual goals and labor conditions.
- Lead the creation and implementation of an effective employee engagement strategy and work with the Finance and Administration Director to help staff understand CI, our strategy and how their work contributes to its success, promoting a culture of ownership and collaboration between teams and ensuring strong and healthy practices that lead to constructive relationships among peers, supervisors, and employees.
- Lead or advise on recruitment, selection and contracting of staff, ensuring that policy, statutory and best practice requirements are satisfied.
- Deliver training for GCF policy compliance.
- Contribute the project’s compliance with gender and indigenous people targets.
- Define and manage activities of the HR team by implementing and monitoring CI policies and systems, ensuring foundational core HR work is completed timely and in compliance with local labor laws.
- Manage employee relations, serving as advisor or mediator to resolve problems and conflicts, ensuring equitable and fair treatment and in compliance with all legal and labor regulations and requirements.
- Coach and advise leadership and project management team on best practice leadership skills build capacity in people skills and the daily management of their staff.
- Deliver training including new employee orientation, CI HR policies, managerial and leadership capacity.
- Ensure teams have necessary resources and tools to support their development needs.
- Work collaboratively and in integration with CI Global Human Resources on leadership and management development, performance management and implementation of other global programs and initiatives.
- Work closely with GCF Botswana Project Director, Finance and Administration Director, Project Delivery Directors and managers to ensure flow, quality, quantity and timeliness of internal communication.
- Recommend, advise and implement organizational changes or reorganizations as needed.
- Partner with the Finance and Administration Director to ensure full alignment on all HR programs, processes or engagements with budget-related impacts and work jointly to address risk areas and that core functions of employee compensation, benefits, and labor conditions are adequately monitored and managed.
- Serve as a core and contributing member of the Global HR Network, a cross-divisional team of dedicated HR practitioners who advise, contribute to, and partner on global processes, policies, tools, and programs.
WORKING CONDITIONS
- The HR Manager will be based in Gaborone with 10% travel to the three project sites
- Typical office environment.
- Ability to work extended hours to meet deadlines.
QUALIFICATIONS
Required
- A Bachelor’s degree in related area and a minimum of 7 years of Human Resources experience or any similar combination of education and experience with proven managerial experience
- Minimum of 5 years’ experience in an international organization
- Excellent written and verbal English skills
- Working knowledge of multiple human resources disciplines including staffing, workforce planning, recruiting, diversity, equity and inclusion, employee relations, compensation practices, performance management, and talent development
- Expert working and applied knowledge of Botswanan mandatory labor practices and procedures.
- Proven ability to develop key relationships, partner effectively with leadership and influence without formal authority
- Proven negotiation, conflict management and resolution skills
- Persuasive and engaging communication, presentation, training and facilitation skills to clearly convey objectives to diverse audiences and stakeholders
- Proficiency in HR Information Systems and Microsoft Office suite and ability to learning and successfully navigate in collaboration tools such as SharePoint
Preferred
- Experience working in an international non-profit organization
- Professional HR accreditation or certification
- Verbal communication skills in Setswana and/or an additional language in the Project target areas.
- Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
