Reporting to the Director, Support Services the incumbent will be responsible for the development and execution of human capital strategies and policies to support the organisation’s mandate and strategy. The Head, HC leads the organisation’s talent management, employee relations, HR operations and HR related organisational development efforts and proactively develops and promotes an enabling working environment for all staff in order to promote productivity and business efficiency.

Key Areas of Responsibility:
1. Review, and recommend improvements to, the organisation’s Human Capital policies, procedures and strategy in order to facilitate the achievement of the organisation’s mandate and align with its organisational strategy.
2. Review, and recommend improvements to, the organisation’s Human Capital policies and strategies to enable the company to competitively recruit, retain, motivate and reward employees at all levels.
3. Review, and recommend improvements to, the organisation’s utilisation of human capital in order to enhance organisational efficiency and productivity.
4. Identify opportunities to promote employee health, welfare and productivity and make recommendations to the executive committee to bring about said improvements.
5. Develop and recommend the adoption of employee relations policies and strategies to promote positive relations between management and staff.
6. Ensure that the organisation adheres to the implementation of all laws, rules, regulations, principles and practices related to the administration of labour agreements, employee conduct, employee performance and dispute resolution.
7. Promote an organisational culture, inclusive of the organisation’s values, to enhance business efficiency and employee morale and loyalty.
8. Develop, implement and maintain an effective HR operations system to effectively manage and secure information and delivery of HR services at departmental, regional and divisional level.
9. Work with finance to address payroll issues and ensure that all requisite changes and/corrections are sanctioned and recorded.
10. Provide technical and professional support for the development of internal training programmes to meet operational requirements and optimise employee skills and potential.
11. Develop, implement and clearly articulate career development paths and programs which are aligned to the organisation’s mandate and strategy.
12. Engage the executive committee and senior management team to develop, implement and maintain an organisational succession plan including – where appropriate – the implementation of multi-skilling initiatives to enhance organisational flexibility and productivity.
13. Monitor trends in the labour market and make recommendations on amendments to the organisation’s remuneration and reward policies to enhance competitiveness and align the organisation with appropriate market segments.
14. Monitor the effective, and transparent implementation of job evaluation and grading systems and procedures which ensure accurate and up-to-date measurement and grading of positions.
15. Monitor, coordinate and manage the performance management system and process in order to ensure the equitable development and implementation of performance targets as well as the implementation of regular performance monitoring and performance management meetings between management and staff.
16. Manage and organise reward systems to facilitate the implementation of a performance-based remuneration and reward policy and introduction of incentive schemes.
17. Oversea the implementation of the organisation’s disciplinary processes and procedures in accordance with all applicable laws and regulations and in accordance with the organisation’s code of conduct
18. Initiate and manage various staff benefits and welfare schemes to ensure that staff receive their entitlements in accordance with the provision of the various schemes.
19. Develop, promote and maintain consultative and communication systems and frameworks which encourage a strong and positive working relationship between management and staff and which facilitate the exchange of ideas and information across the organisation.
20. Manage relations with the Union and act on behalf of management and the organisation during negotiations with the Union.
Job Requirements:
• Bachelor’s degree in Human Resource Management or related area.
• Master’s Degree in Human Resources or related area would be an added advantage.
• Eight (8) years’ of relevant experience in a large organisation (preferably a mass-market financial institution) including four (4) years of management experience.
• Demonstrable hands-on experience operating with the framework of Botswana’s labour laws is essential. A strong understanding of employment practices with Botswana parastatals is an added advantage.
