The United States Peace Corps seeks one IT Specialist to support Peace Corps Botswana. This is a one-year, full-time Personal Services Contract (PSC) position, with the option for renewal.
Statement of Work
The sendees to be performed under this contract will be subject to the ultimate responsibility and authority of the Peace Corps Country Director, who is responsible for all Peace Corps activities in the host country.
Background
Since re-opening in 2002, Peace Corps Botswana has worked to support the Government of Botswana (GOB) in addressing its HIV/AIDS epidemic, in cooperation with the Ministries of Local Government and Rural Development, Basic Education, and Health and Wellness, in addition to National AIDS and Health Promotion Agency.
In support of this mission, the Information Technology (IT) Specialist is the primary contact for first-tier technical support: administering the local IT systems, maintaining agency mandated configurations, and ensuring that all IT systems adhere to Peace Corps and US Government policy. The Director of Management and Operations will collaborate with the IT Specialist to set the overall IT agenda for staff in Botswana, and the incumbent is expected to exercise initiative, independent judgement and skill while bringing this vision into reality.
Objective
Peace Corps Botswana seeks to hire one highly competent IT Specialist who will coordinate IT support services for Peace Corps Botswana staff in country.
Roles and Responsibilities
User Training
- Provides formal or informal IT training to overseas staff who have varying degrees of technical proficiency. Training will be conducted on software applications, Internet-based research, hardware and software troubleshooting and the appropriate use of IT in the workplace.
- Attends workshops and conferences to develop IT and training skills. Attends periodic Sub-Regional IT conferences coordinated by ITS to ensure current knowledge of Peace Corps Information Systems and policy. Assistance in planning conferences/workshops may also be required.
Customer Technical Support
- Provides first-tier computer and network support for staff in Botswana.
- Ensures that all IT related needs are met while adhering to ITS/Peace Corps guidelines and policies.
- Solicits assistance from ITS group when encountering issues beyond his/her expertise.
- Identifies recurring problems, systemic problems or other factors impacting computer issues at post and reports them to the ITS group.
- Serves as the primary contact should ITS be needed for second-tier support.
- Independently installs hardware and software; identifies and solves technical problems including but not limited to
hardware, software, and Internet connectivity issues. All of the above will be conducted under ITS guidelines/policies.
- Re-images and reassigns computer equipment as staff come on or leave positions.
Network and Systems Administration
- Maintains and updates the Microsoft Exchange server as directed by the ITS group.
- Responsible for troubleshooting server problems and minimizing downtime for the users.
- Serves as the point of contact for issues concerning Post’s Internet Service Provider and cellular phone service provider.
- Maintains ITS standard back-up system for mission-critical data. Will be responsible for performing routine back-ups of Post data and properly storing backup media according to ITS standards. Responsible for the restoration of data as necessary.
- Performs the daily server checklist to ensure proper operation of the server and network.
- Identifies and secures local IT resources to meet Post’s needs. Responsible for locating IT resources within country which may improve the support and management systems at Post. Resources may include upgraded ISPs, hardware/software vendors, technical support, and training services.
- Maintains a continuing dialogue with ITS and other Regional IT Specialists, monitoring systems and policies to ensure efficient and effective systems; helps determine means of increasing IT program effectiveness.
- Frequently reassesses the IT configurations and settings on staff and volunteer workstations to ensure that they meet ITS standards.
Information Management
- Maintains an up to date IT inventory and software license database and assists ITS in procurement decisions. Will also keep ITS current with Post’s IT needs.
- Maintain Post’s PCV/personnel databases. Will be responsible for administration of the Volunteer/Personnel Information System at Post.
- Responsible for updating all staff information changes on local server and workstations as necessary. Will collaborate with CD, AO and Country Desk Unit on making necessary staff changes for HQ directory.
Security Coordination
- Act as IT security coordinator under guidance of Agency IT Security Program Coordinator.
- Provides safety and security support for Peace Corps Volunteers and staff as required.
Qualifications
- Degree in Computer Science; Information Technology; Information Systems Management; Data Management or related field.
- Professional Certifications like Microsoft Certified Desktop Support Technician (MCDST), CompTIA A+, CompTIA N+, Microsoft Certified Systems Engineer (MCSE), Cisco CCNA will be an added advantage.
- Excellent professional knowledge and proficiency of English (written and oral).
- Minimum of two years of experience troubleshooting Windows computer systems in an office setting.
- Demonstrated Experience building capacity of co-workers on IT system use, both for compliance and productivity purposes.
- Expert understanding of Microsoft Office (Outlook scheduling, advanced Word editing, Excel spreadsheet and PowerPoint slide development).
- Experience with Local Area Networks/wide Area Networks, including experience installing and troubleshooting internet connectivity.
- Experience troubleshooting Windows server and/or MS Exchange issues.
Other desired experience/competencies:

- Completion of formal training or education leading to degree or certificate in computer science, data management or related field
- Excellent attention to detail, ability to work independently with minimal supervision, prioritize work, multi-task, and meet deadlines and due dates

- Ability to handle confidential and non-routine information
- Team player, actively seeks ways to support others
- Must be able to obtain security clearance from US Embassy
Candidates may be testedfor competency in any of the above areas during the interviewing process.
Logistics
The majority of work will be performed in Gaborone at the Peace Corps office. Occasional domestic travel may be required
infrequently, and international travel may be authorized for official purposes. When traveling in Botswana, work is conducted
vehicles, on laptops, and in hotel rooms. The ITS Coordinator may have to stay in very simple lodges and hotels, and share roc
with colleagues when necessary. For at least two months of the year, some work will be conducted at the Peace Corps training site which is typically located within 2-3 hours of Gaborone.
Peace Corps will provide the IT Specialist with use of office tools, including laptop computer, mobile and landline telephone use for official calls, and stationery.
Level of Effort
Regular work hours for Peace Corps Botswana are 07:30 – 17:00 Monday through Thursday, and 07:30 – 13:30 Fridays. Staff may be required to work longer hours, weekends, or holidays during Volunteer training periods and site visit travel throughout Botswana to accomplish the tasks required.
Remuneration
Starting salary BWP 388,140 per annum with minimum qualifications, with annual increases possible based on performance. Peace Corps also contributes 90% to medical aid/health insurance.
