Botswana Qualifications Authority (BQA) is a parastatal under the Ministry of Tertiary Education Research Science and Technology. It draws its mandate from the BQA Act No.24 of 2013. Its main objectives are to provide for and maintain the National Credit and Qualifications Framework (NCQF) and to coordinate the Education, Training and Skills Development Quality Assurance System.

- Oversee the provision of cost-effective accounting financial management and procurement services to BQA.
- Maintenance of an integrated system of procedures and controls which ensures timely delivery of relevant financial and procurement information which is complete and accurate.
- Oversee the provision of effective and efficient office administration services.
- Create a proper work environment for the team and manage resources for achieving its goals.
DUTIES AND RESPONSIBILITIES:
Key performance areas and responsibilities:
Management and service delivery
- Participate in formulating, defining, reviewing, and updating the strategic directions of BQA.
- Provide inputs to the preparation of BQA’s strategic/ operating plans and budgets.
- Develop and coordinate the implementation of the relevant policy and strategy for the conduct of the division’s mandate.
- Align the division’s operations with the overall mission, vision, and values of BQA.
- Oversee the development, review, and implementation of cost effective and value driven systems, rules, regulations, standards, procedures, guidelines, and instruments that are relevant for the conduct of the division’s work.
- Plan the division’s activity and maintain direct oversight on the division’s operations.
- Advise the Head, Deputy CEO and CEO on financial and administration matters.
- Undertake any other duties as delegated by the Head, Deputy CEO and CEO.
Budgeting and budget control
- Develop clear guidelines to assist departments in preparing their budgets.
- Ensure that the departments submit their budgets on time for consolidation.
- Streamline and re-allocate budget as per set parameters and ceilings.
- Coordinate the preparation of BQA’s annual consolidated budget (capital and recurrent), and present to the Head of Department for review and subsequent submission to the CEO for vetting and to Ministry of Tertiary Education, Research Science and Technology (MoTE) for approval.
- Monitor consolidated expenditures with budgets, undertake budget variance analysis, and investigate budget variances with concerned departments.
Financial accounting and management
- Cheque signatory and with ultimate control over the payment process.
- Oversee the timely delivery of accurate and clear financial information.
- Review monthly financial statements including balance sheet, cash flow and income statement, and submit to Head of Department.
- Supervise the preparation of financial accounts and statements.
- Manage BQA’s funds and bank accounts.
- Monitor cash flow to meet liquidity needs of BQA.
- Respond to audit queries from the Internal and External Auditors.
Payroll
- Approve monthly payroll for staff ensuring that all deductions including PAYE and other amounts owed by staff are duly deducted.
- Ensure preparation of various payroll related statistical and other statutory returns, including PAYE remittances.
- Liaise with pension fund administrators on all financial issues and resolve any discrepancies in members’ dues and entitlements.
Procurement
- Oversee procurement, disposal, and inventory of supplies and non-information of Technology (IT) equipment, and management of BQA’s assets.
- Formulate and review procurement and tendering policies, procedures, regulations, and oversee their implementation.
- Guide the preparation of tender documents and review them.
- Act as Secretary to relevant Board Committee for procurement / tendering matters.
- Control and manage the BQA asset register.
- Advise on potential for outsourcing and contracting out services in areas related to office support acquisition, maintenance, disposal and physical inventory of furniture, fittings, and non-IT equipment.
QUALIFICATIONS CONSIDERED NECESSARY
Qualifications:
Professional qualification (e.g., CPA, ACCA, CIMA, Masters in Finance etc.) from a recognised institution or any other equivalent qualification acceptable to BQA.
Membership of the Botswana Institute of Chartered Accountants (BICA)
Experience and working knowledge (length and type):
- A minimum of 8 years’ experience in financial management including 4 years in a supervisory role.
- Exposure to procurement and office administration functions is an advantage.

- Knowledge of public procurement procedures and regulations.
- Computer literate. Experience with systems and applications in the specific work area.
