- Plan, direct, coordinate and supervise the provision of cost-effective accounting and financial management services to the organisation.
- Maintain an integrated system of procedures and controls to ensure timely delivery of relevant financial information which is complete and accurate.
- Create a proper work environment for the team and manage resources for achieving its goals
- Participate in the preparation of the organisations operating plans and coordinate preparation of annual budgets
- Develop, review and ensure implementation of the relevant policy and strategy for the conduct of the division’s mandate
- Participate in the preparation of the organisations operating plans and budgets
- Align the divisions operations with the overall mission, vision and value of the organisation
- Ensure provision of service in line with the service level agreement
- Oversee the development, review and implementation of cost effective and value driven systems, rules, regulations, standards, procedures, guidelines and instruments that are relevant for the conduct of the division’s work; and ensure that the division’s staff are informed and trained to use them
- Ensure compliance with quality assurance standards and procedures applicable to the division
- Plan the divisions activity and maintain direct oversight on its operations in terms of (a) work scheduling, (b) estimating resource and staffing needs, (c) allocating and delegating tasks for the provision of quality services whilst retaining overall accountability, and (d) recruitment, training, mentoring, motivation and appraisal of staff
- Prepare progress reports for senior management, as and when required on all matters relating to activities of the division
- Advice key executive management or board on accounting and financial matters
- Act as secretariate to the Finance, Audit and Risk Committee of the board
- Participate in any other Bord Committees, internal cross functional and/or reference committees within and outside the organisation as required
- Undertake any other duties as delegated by Management
BUDGETING AND BUDGET CONTROL
- Develop clear guidelines to assist departments/regional offices in preparing their budgets
- Ensure that the departments submit their budgets on time for consolidation
- Streamline and re-allocate budget as per set parameters and ceilings
- Communicate ceiling to the senior management team
- Coordinate the preparation of organisations annual consolidated budget (capital and recurrent) and present to Director for review and subsequent submission to CEO and shareholder approval
- Monitor consolidated expenditures with budgets, undertake budget variance analysis and investigate budget variance with the departments
FINANCIAL ACCOUNTING AND MANAGEMENT (FOR GENERAL AND PROJECT ACCOUNTS)
- Cheque signatory on all accounts and with ultimate control over payment process
- Oversee the timely delivery of accurate and clear financial information
- Review monthly financial statements including balance sheet, cashflow and income statement and submit to director
- Supervise the preparation of financial accounts and statements
- Manage organisations funds and bank accounts and maximise returns on available funds
- Monitor Cash flow to meet liquidity needs of the organisation
- Respond to audit queries from the internal and external auditors
- Continuously upgrade knowledge required to effectively undertake the duties of the post
PAYROLL
- Approve monthly payroll for staff ensuring that all deductions including PAYE and other amounts owed by staff are duly deducted
- Approve emergency salary advance and loans to employees
- Direct the preparation of various payroll related statistical and other statutory returns, including PAYE remittances to the appropriate authority and resolve any queries that may arise
- Liaise with pension fund administrators on financial issues and resolve any discrepancies in members dues ad entitlements working closely with HR
QUALIFICATIONS
- A professional qualification e.g. ACCA/CIMA or equivalent degree from a recognised institution or any other related field
- At least 5 years of progressive work experience in financial management of which 3 years should be at a managerial position
COMPETENCIES
- Knowledge of national statistics office operations and processes
- Knowledge of financial planning, budgeting and management principles, processes and guidelines
- Knowledge of financial and accounting packages, principles, procedures, rules and regulations
- Computer literacy, experience with systems and applications relevant to specific area of work
