VACANCY: MANAGER – (PROCUREMENT) – E2
The Ministry of Environment and Tourism’s overall goal is to develop and implement policies, strategies and programs to provide leadership and professional guidance on all matters pertaining to the conservation and management of the country’s environment and its natural resources for sustainable development and tourism.
A talented, experienced, proactive, innovative, and self-driven citizen of Botswana is sought to fill the above-mentioned position in the Ministry of Environment and Tourism – Department of Corporate Services – Gaborone.
Salary Scale: E2 – (P407, 484 – P423, 972) per annum.
Benefits:
- Optional Contributory Medical Aid Scheme (Government pays 50% and employee pays 50%).
- Contributory Pension Scheme for Permanent and Pensionable staff (Government pays 15% and employee pays 5%).
- A contract of 24 to 36 months with gratuity at the rate of 30% payable upon expiry of contract.
Leave: 30 working days per annum.
Qualifications:
Bachelor’s Degree or equivalent in Procurement Supply Chain Management or Business or related field. Must be a registered member of one of the listed institutions or registered member of a recognised equivalent institution: CIPS, MCIPS
Experience: Applicants must have at least minimum of
fourteen (14) years’ experience, two (2) years of which must have been served in procurement-related environment and should have demonstrated exceptionally high professional competency and integrity in procurement and asset disposal and supplies management and have managerial abilities.
Main Purpose of the Job
To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the Ministry in a timely and effective manner.
Key Performance Areas
- Give advice on procurement matters requiring policy action and guide on all technical matters for effective procurement of goods, works and services.
- Provide technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.
- Align/ endorse contractor selection to
- procurement policy and strategy of Government of Botswana and review the list of contractors based on their performance.
- Oversee maintenance of a list of approved suppliers, and evaluate supply capabilities and contractor performance.
- Facilitate contacts between contractors and Ministries/ Departments
- Liaise with relevant bodies to ensure a proactive management and development of the contractor base, including small and medium sized enterprises and other service providers
- Supervise the procurement of all supplies,
- services and works needed by the ministry
- Coordinate and oversee development of
- Procurement and Disposal plan.
- Manage all procurement and disposal by tender activities of the ministry
- Liaise with other functions in the ministry to provide a consultancy service for the specification, process, evaluation and awarding of all relevant contracts.
- Coordinate and oversee contract administration and preparation of end of activity report
- Plan and direct the activities of tne Procurement Unit
- Oversee the procurement and disposal processes as well as tendering process and ensure adherence to relevant provisions or the PPADB Act and regulations
- initiate and direct the establishment of PPADB support structures to ensure compliance of the ministry witn the statutory requirements
- Initiate the development and review of policy and strategy to enhance the effectiveness of the ministry in meeting Government’s expectations concerning public procurement and asset disposal.
