Main purpose of position:
Currently we are looking for a Community Liaison Officer (CLO) to be based in Selebi-Phikwe, Botswana. As the Community Liaison Officer (CLO) you will be responsible to maintain stakeholder relations between Scatec and the community, publicly represent the project company at district level and implement social management processes and community development initiatives to mitigate project related impacts and to benefit local communities.
Main Responsibilities:
1. Stakeholder Engagement:
- Support Project environment and social management team in the implementation of the Stakeholder Engagement Plan
- (SEP).
- Maintain a positive relationship between the local community and Scatec for effective project development and operations.
- Serve as an ambassador for Scatec/SPV within the identified local communities.
- Receive and report concerns/grievances from communities and other stakeholders.
- Manage the grievance mechanism.
- Update and maintain a stakeholder database for all phases of the project, develop and regularly update community profiles and expectations.
- Support in engaging with the communities in the process of local employment, ensuring that the community is represented and treated fairly, and the recruitment process is handled with equity and fairness, void of any form of nepotism.
- Support the project manager to update and maintain an employment and skills database to support in considering the availability of resources in the district.
- Interacting with local communities at all levels and disseminate project related information within the communities as necessary.
- Engaging with the community members and sharing information about the project and relevant initiatives.
- Coordinate logistics for community meetings.
- Ensuring that all interested and affected parties in the community are well informed at all times of project.
2. Public Representation
- Represent the company in the event of large public meetings.
- Support the project manager with interfacing with local government and utilities.
- Support in the gathering of local information as requested by the project manager.
3. Support to community investment:
• Support the maintenance of positive relationship with local communities and stakeholders.
- Support implementation of community needs assessment exercises tools.
- Support in the identification and development of community development projects aligned with
Scatec’s
Global
Sustainability Strategy.
Support the implementation of local community investment / economic development projects and programs
4. Reporting:
- Provide weekly reports on engagement with communities to the
E&S Manager - Deliver weekly and monthly reports on site activities related to community, social aspect management and community development programs.
Qualifications And Competencies:
- An appropriate 3-year tertiary qualification (National Diploma/B-Degree/ equivalent or higher) in the human or social sciences.
- Be fluent (speaking, reading and writing) in English and Tswana.
- Excellent interpersonal and communications (written and verbal) skills.
- Strong public speaking skills.
- General knowledge of local and state government practices.
- Demonstrable experience engaging with Traditional Authority
- Leaders.
- Must reside in or be willing to relocate to Selebi-Phikwe.
- Competent in Microsoft Word, Excel, PowerPoint, and Outlook.
- Preference will be given to applicant with a Valid Driver’s License.
Must have:
- Good understanding of the stakeholder and community structures in Botswana, specifically within the Central District / project area preferable.
- Mediation and conflict resolution skills.
- Experience in developing strategic plans to engage communities.
- 2+ years’ experience in any of the following areas are beneficial:
- Community Investment
- Community Stakeholder management and Engagement
- Formulation of strategies
- Project management experience
