Degree qualification. Knowledge of local government administration/ rural development is necessary. Masters degree will be an added advantage
Experience:
At least 16 years at Senior Management level in government or equivalent level in a parastatal or private organisation, 2 years of which must have been served as Deputy Council Secretary/ Town Clerk, or Deputy Director/ Manager at E2 salary scale or equivalent position.
Benefits:
(i) Contributory Pension Fund Scheme, government contributes 15% and employee contributes minimum 5%.

PRIMARY PURPOSE OF THE JOB:
To develop, coordinate, manage and implement corporate Council policies.
DUTIES:
• Formulates long and short term policies to guide the development of a district and reviews and evaluates the development policies.
• Interprets, coordinates and manages Central Government policies and programmes in accordance with Local Government statutes.
• Provides strategic leadership and direction for the achievement of Council’s mandate and vision.
• Ensures effective and efficient implementation of statutory functions conferred on Councils.
• Formulates development policies to attract both internal and external resources, indispensable to the proper functioning of the Council.
• Formulates and periodically reviews local trade and commercial polices in accordance with the Trade Act in order to promote local economic development.
• Formulates and periodically reviews and monitors
implementation of Council byelaws as provided for under the Townships and District Acts.
• Prosecutes offences against Council byelaws as provided under the Criminal Procedures and Evidence Act.
• Presents audited accounts to Local Authorities Public Accounts Committee (LAPAC) to be examined for compliance with District/ Township Acts, Stores Regulations, Budget and Accounting Systems Manuals.
• Develops and reviews strategies for broadening Council revenue base.
• Coordinates and mobilizes resources for emergency and disaster relief situations.
• Coordinates the implementation of extension programmes so that they are in alignment with district priorities.
• Directs and guides Full Council and its committees on matters relating to policy.
• Undertakes any other related duties as directed by management.
