This position is under the administrative supervision of the Town Planner. The Planning Clerk devotes a significate amount of time on routine administrative tasks, and often works closely with the public on a regular basis to provide customer service on planning issues. Employee will perform work requiring clerical skills, public relations, research, and must be able to work with minimum supervision. Must be able to work a minimum of two (2) nights per month to attend meetings, as needed.
ESSENTIAL FUNCTIONS OF THE JOB
(The listed examples may not include all duties performed by the person in this position. Duties may vary from time to time and are at the discretion of the Town Administrator. All requirements are subject to possible modification to reasonably accommodate an individual with a disability.)
Provide assistance to individuals submitting applications to the Planning Commission, Design Review Committee, and Board of Zoning Appeals; review building plans and permit applications to assure compliance with Town regulations and requirements such as use, bulk, setbacks, etc.;
Interpret, apply, and maintain land development regulations and policies, including the Municipal Zoning
Ordinance, Subdivision Regulations, Municipal Code, Design Guidelines Manual, and other land use regulatory documents;
Work with Town Staff regarding development applications, including the Town Administrator, Town Engineer, Town Recorder, etc.; assist the Town Planner with research and preparation of plans, documents, and any other land development information;
Conduct field work, collect parcel data, and search land records for Town Staff; research and compile information on a variety of planning issues from multiple sources;
Develop and maintain systematized tracking systems, hard copy files and records;
Assist Town Staff at meetings; take effective notes and transcribe recorded minutes for use as a permanent
record;
Manage meeting calendars; create and mail committee meeting packages; prepare public notices and property owner verifications;
Conduct basic office functions as needed, such as data entry, file management, and customer service;
All other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern office practices, procedures, and equipment;
Proficient in Microsoft Office (Word, Excel, PowerPoint, Publisher, Access, Outlook);
Ability to type a minimum of 40 words per minute;
Ability to express ideas clearly and concisely, both orally and in writing;
Ability to establish and maintain an effective working relationship with the public and other employees;
Ability to conduct independent investigations, analysis, and research related to land use;
Ability to cope with a considerable volume of detailed work and adapt to interruptions in work flow;
Ability to interpret and explain technical problems and regulations to Staff and others outside of the organization;
Excellent organizational skills with attention to detail and accuracy.
QUALIFICATIONS
High School Diploma or equivalent and four (4) years of experience in a clerical or customer service role or a combination of education and experience. Degree preferred.
Must possess a valid driver’s license in the State of Tennessee
