DEPARTMENT OF LABOUR AND SOCIAL SECURITY
1. POST: COMMISSIONER OF LABOUR
TENABLE IN GABORONE

 

 

QUALIFICATION: Degree in Human Resources Management, Economics/Industrial Relations or Behavioral Science plus at least a Diploma in Labour Law.

EXPERIENCE: 16 years relevant work experience

SALARY SCALE: E1 – (P397, 062 – P413, 160)

LEAVE: 30 Working Days

BENEFITS:
 Optional contributory Medical Aid Scheme (Government contributes 50% and Employee 50%).
 A contract of 24-36 months, with gratuity payable at the rate of 25% upon the expiry of the contract.

MAIN PURPOSE OF THE JOB:

 

 

To effectively develop and evaluate the strategic plan of the Department of Labour and Social Security and advices the public, workers and employers, on labour administration and labour inspection matters.

DUTIES:

• Plans and directs the activities of the Department.
• Formulates draft revisions to provisions which are not consistent with the laws of Botswana or the International Labour Standards and proposes amendments to the Minister.
• Coordinates implementation of all policy matters within the Department.
• Initiates review of the labour legislation i.e the Employment Act, Trade Disputes Act, Workers Compensation Act, Trade Unions and Employers’ Organisation Act.
• Advises Botswana missions directly and or through the Department of Foreign Affairs on all matters pertaining to Departmental activities.
• Maintains liaison with other Government Ministries and Independent Departments, Parastatal organisations, private organisations ,employers and workers organisations.

 

• Initiates formulation of policies governing labour relations through constant review of statutes to ensure compatibility with prevailing socio-economic conditions.
• Represent the Government in international conferences/meetings/seminars.
• Participates in stakeholder meetings such as HLCC Sectoral Meetings, Business Monitoring Meeting with MTI, Police, and Trade UNIONS Conferences and advices on labour matters
• Prepares mandatory reports such as the ILO Reports on Ratified and Un-ratified Conventions.
• Prepares the Annual Labour Reports for submission to Parliament by the Minister in terms of the Employment Act.
• Prepares the ILO Reports for submission to Parliament by the Minister.
• Advises members of the public on more complex aspects of labour and social security issues through the media, workshops and seminars.
• Responds to matters or appeals from persons who have been aggrieved by decision of the Department of Labour staff.
• Gives technical advice to the Advisory Boards as per Section 143 of the Employment Act.

 

• Advises Government Ministries and Independent Departments, employers, Workers and Parastatals organisations on labour matters.
• Carries out general supervisory responsibilities in accordance with organisational policies and regulations such as appraising performance.
• Monitors feedback from the Department’s clients on the adequacy of the services provided and takes corrective actions.
• Prescribes appropriate case-management and follow up progress of cases.
• Examines and resolves queries from Department and referred clients relating to labour issues.
