Organizational Setting and Reporting

This position is located in the Secretariat of the Advisory Committee on Administrative and Budgetary Questions (ACABQ). The ACABQ is a subsidiary organ of the General Assembly established pursuant to resolution 14 (I) and serves in an expert advisory capacity. The Secretariat of the ACABQ supports the Committee in its examination of the programme budget of the United Nations, financial and administrative matters, peacekeeping budgets and other issues referred to it by the General Assembly. The Administrative Officer will report to the Deputy Executive Secretary. Responsibilities

Under the direct supervision of the Executive Secretary, within limits of delegated authority, the Administrative Management Officer will be responsible for the following: Analysis and research: • Reviews reports of the Secretary-General and other relevant documents to analyse and evaluate the management, budgetary and administrative aspects of information and proposals pertaining to activities under the United Nations regular budget, extrabudgetary activities, peacekeeping operations and the United Nations funds and programmes; • Reviews and analyses statements of programme budget implications of draft resolutions, budgetary and administrative aspects of assigned programmes/projects and decisions of the legislative organs of the General Assembly; • Prepares briefing notes and notes for the Committee’s executive sessions for the Chair and Vice-Chair; • Identifies problems and issues to be addressed, proposes conclusions and provides technical advise as necessary. Drafting of reports: • Attends meetings of the ACABQ and drafts reports of the Committee, setting forth the Committee’s observations, conclusions and recommendations on a wide range of managerial, administrative and budgetary issues; • Liaises with relevant parties and maintains effective collaboration with key officials inside and outside the organization and with the UN Funds and Programmes; • Prepares statements for the Chairman’s introduction of the ACABQ reports to the Fifth Committee of the UN General Assembly. • Liaises with DGACM editors in the finalization and publication of the ACABQ reports. Other duties: • Organizes and prepares written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.; • Coordinates policy analysis, including the review and analysis of issues and trends, preparation of evaluations or other research activities; • Makes presentations and briefings on assigned topics/activities; • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (on programme budget, policy proposals etc.); • Provides substantive backstopping to consultative and other meetings, including preparation of documents and presentations to senior officials and members of intergovernmental and expert bodies; • Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.; • Provides inputs to office management and continuous improvement initiatives.

Education

An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

At least seven (7) years of progressively responsible experience in budgetary, administrative, or financial management, including analysis of programme budgets and administrative policies, within international organizations, or comparable institutional setting is required. At least two years of progressively responsible experience drafting intergovernmental documentation, including analytical reports and policy papers on administrative, budgetary, and related issues for intergovernmental bodies and executive boards, with demonstrated expertise in formulating findings, conclusions, and evidence-based policy recommendations to support decision-making processes is required. Experience in programme budget and policy analysis, including assessing resource requirements and budget implications, and in synthesizing complex quantitative and qualitative information into evidence-based recommendations to support organizational decision-making, is required. Experience applying the financial and staff regulations, rules, and administrative procedures of the United Nations or a comparable international organization, in the context of budget preparation and human resources reports, is required. Experience supporting intergovernmental or expert bodies, including preparation of substantive documentation or participation in formal sessions is required. Experience in data analytics, artificial intelligence or related area is desirable.
