Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC works with implementing partners (IPs) in Botswana to achieve and maintain epidemic control through strategic technical assistance to improve HIV prevention, case finding, care, and treatment programming supported by the President’s Emergency Plan for AIDS Relief (PEPFAR). A total of 10 IPs and sub-tier IPs are supported to implement project activities with focus on filling existing HIV prevention, case finding, and treatment gaps, and on building long term sustainability to attain and maintain epidemic control. EpiC’s programming also provides capacity-strengthening support to these partners.
Scope of Work
FHI 360 is implementing EpiC activities for key and priority populations from prevention to care and treatment services in Botswana through 10 implementing partners. Civil society organizations are often dependent on funding from international donors which can create instability when donors shift funding priorities and can threaten the sustainability of the services they provide. For this reason, EpiC works with community- based organizations to buikJ sustainable funding models that ideally include multiple sources and types of funding, such as government funding, private philanthropy, corporate social responsibility, or crowdfunding, so that in cases where one funding source is reduced or threatened, other sources can ensure continued services. CSOs starting social enterprises, or revenue generating businesses, is of particular interest as an equitable finance strategy, to generate more flexible funding, over which organizations have a greater degree of autonomy and control. Social enterprise business models can create HIV-aligned impact in new ways, while also generating unrestricted revenue that allows decision-making by organizational leadership, truly fostering locally driven solutions and responsiveness to communities. CSOs in Botswana have expressed a desire to explore social enterprise as one component of their resourcing models.
EpiC is looking for a consultant who will work closely with its implementing partners to conduct social enterprise assessments and will share final scores by indicator, domain area, and aggregate to determine their readiness to establish social enterprises. The consultant will coordinate the ideation workshop with IPs to gather their interest and ideas on areas they may be interested in.
The Consultant will be responsible for leading or contributing to the following specific tasks:
•Conduct social enterprise assessments: The consultant will conduct initial assessments to determine the readiness of EpiC IPs to establish social enterprises.
•Review EpiC social enterprise material: The consultant will review all relevant resources to determine EpiC social enterprise plan for implementing partners.
•Design and conduct an ideation business planning workshop for leaders from IP organizations interested in starting social enterprises.
•Present the different company registration models available in Botswana and translate this into a checklist that IPs can reference.
•Work with some IPs to translate viable ideas into business plans. The consultant will select three implementing partners serving different key populations and facilitate the collaboration of ideas to develop a business plan.
•Provide a final report on the support given to IPs.
