Purpose of the Position
The Compliance Officer is responsible for establishing, implementing and maintaining an effective Compliance Management Framework that ensures BPOSACCOS complies with all applicable legislation, regulatory requirements, prudential standards, internal policies, governance principles and ethical standards.
The successful candidate will provide independent compliance oversight, advise Management and the Board on regulatory developments, coordinate Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) compliance, monitor regulatory obligations, manage compliance risks, and promote a culture of integrity throughout the Society.

Key Responsibilities
- Develop, implement and maintain the Society’s Compliance Management Framework
- Develop and maintain the Annual Compliance Plan.
- Develop and maintain the Compliance Risk Register.
- Conduct compliance monitoring reviews across all business units.
- Monitor compliance with all internal policies and procedures.
- Review policies and procedures to ensure compliance with legislative requirements.
- Monitor implementation of Management and Board resolutions.
- Coordinate regulatory inspections and compliance reviews.
- Develop compliance reports for Management and the Board.
- Maintain statutory registers.
- Assess compliance with statutory and regulatory requirements.
- Proactively monitor key risks in terms of allocated regulatory requirements, programs, compliance findings, and opinions by business units, and provide detailed feedback within agreed timelines.
- Regularly review and advise on the implementation of and compliance with any proposed legislation.
- Develop risk management plans, controls, and fraud risk assessment methodologies to monitor suspected fraud cases proactively.
- Develop, initiate, maintain, and revise policies and procedures for the Compliance Program to prevent illegal, unethical, or improper conduct.
- Develop, implement, and maintain a cooperative-specific anti-money laundering compliance program.
- Provide regular compliance training on AML/CFT and Anti-Fraud Management, focusing on identified gaps and obligations under the FI Act and other regulations.
- Conduct AML/CFT risk assessments, policy recommendations, and develop strategies for monitoring compliance.
- Monitor Customer Due Diligence (CDD) and Know Your Customer (KYC) compliance.
- Monitor Enhanced Due Diligence (EDD) procedures.
- Monitor sanctions screening.
- Monitor suspicious transaction reporting.
- Investigate suspicious transactions.
- Recommend corrective actions for compliance breaches.
- Ensure compliance with applicable legislation including but not limited to: Cooperative Societies Act, Banking Act, Financial Intelligence Act, Data Protection Act, AML/CFT Guidelines, FATF Recommendations, Any other applicable laws, regulations and directives governing cooperative financial institutions.
- Develop, document, and maintain compliance risk management plans in accordance with generally accepted compliance practice and the Cooperative’s compliance framework.
- Facilitate the implementation of controls documented in risk management plans and communicate the compliance risk management plans to affected parties.
- Use the compliance risk profile to prioritize the development of risk management plans.
- Facilitate and/or effect the periodic review and update of risk management plans and establish whether there are updates to the regulatory requirements that should be addressed in the risk management plan.

Requirements
- Bachelor’s Degree in Finance, Accounting, Business Administration/ Risk Management, Law or related regulatory field.
- Qualification in risk management is an added advantage.
- COP is an added advantage.
- 5-7 years’ work experience, 3 years of which should be in compliance and risk experience in a SACCO, bank, insurer or other regulated financial institution.
- Ability to interpret and apply regulatory requirements.
- Computer literacy, including knowledge of MS Word, MS Excel, and MS Outlook.
- Excellent oral and written communication skills.
- Excellent analytical and problem-solving skills.
- Familiarity with processes for developing, revising, monitoring, and implementing policies, terms of reference, and manuals.
