Key Responsibilities
- Provides strategic leadership over promotion and development of the Energy Sector.
- Provides technical expertise in the formulation of energy sector legislation and policies for sustainable use and socio-economic benefit.
- Oversees the execution of energy sector legislation and policy frameworks.
- Coordinates development and implementation of programmes and projects towards energy efficiency, reliability, sustainability and security.
- Facilitates establishment and coordination of working relations of the strategic partners and teams in the development and implementation of energy sector programmes and projects.
- Provide technical and expert advice on appropriate technologies aimed at promoting exploitation of energy resources in a responsible and sustainable manner.
- Facilitates establishment and implementation of energy marketing and promotion initiatives.
- Leads in all matters of international cooperation in the energy sector.
- Facilitates the establishment and maintenance of energy sector management systems infrastructure for generation of reliable data and information.
- Coordinates establishment and effective functioning of energy funds management.
- Coordinates the development, implementation and timeous review of the energy sector strategic plan to ensure that government priorities are met.
- Oversees implementation of the energy sector strategy and provides direct oversight in execution of the sector’s activities and operations across the Ministries Departments, Parastatals and State-Owned Companies.
- Coordinates implementation of recommendations of the audits within the energy sector.
- Coordinates overall Departmental and staff performance management.
- Coordinates Energy budget estimates for incorporation in the Ministry’s budget.
- Oversees optimal use of budget and expenditure allocated for the energy sector.
- Manages the implementation of strategies for energy funds’ investments and diversification.
- Oversees researches on the energy sector related matters to keep abreast with the latest trends and identify opportunities for growth and new initiatives and innovations.
- Provides leadership in identifying Energy sector skills gaps and formulates targeted training and development strategies to build capacity and enhance performance and skills development of the Ministry.
- Undertakes any other related duties as may be assigned.
Requirements
- Qualifications: Degree in Energy Studies/Energy Engineering/Mechanical Engineering/ Biological Sciences or related programmes or Bachelor of Social Sciences specialising in Economics, Environmental Science, Demography, Statistics or related fields. Masters in Energy Management Studies/ Economics/Business Administration will be an added advantage.
- Candidates should be in good standing on registration with the Engineers Registration Board (ERB) / Possess a practicing certificate with the ERB.
- Experience: Eighteen (18) years’ experience in working within the energy sector operations, two years of which should have been served at E1 salary scale or equivalent in either the Public Sector or Private Sector.
